The Natural Forest Protection Program has been gotten the wide attention of the society as the No.1ecological engineering in China. It is to protect the natural forest, supplemented with the public welfare forest construction, forming a potential carbon sequestration. This thesis selects afforestation in one-stage of the National Forest Protection Program as the research object and predicts its carbon potential from2011to2020combining with the forest" double add" goal at2020. Introducing the concept of biomass factor and biomass equation, this article illustrates the domestic research about the method of forest tree layer carbon estimation, inducting and arranging the various methods of it. Then there is a comparison about three common methods as biomass allometric equation method, biomass expansion factor method and variable biomass expansion factor method from two aspects of the database and the application of the method. On this basis, the carbon potential of the Natural Forest Protection Program Afforestation is studied by using biomass conversion and expansion factor method. This research illustrates the accumulative carbon stock and annual increment in three carbon pools of living biomass, dead organic matter and soils from2011to2020, discussing the carbon sink value of afforestation in the program. The result shows that:(1) The accumulative carbon stock of living biomass is increasing year by year in the afforestation of the program from2011to2020, and the trend will be accelerated, which is up to0.27Pg CO2. in2020(2) The annual increment of dead organic matter is stabilizing over time. The maximum of annual increment in soils carbon pool is about0.002Pg CO2at2020. Overall, the carbon pool of living biomass is much more than dead organic matter and soils.(3) The afforestation in one-stage of the National Forest Protection Program is contributing a lot for the realization of the forest" double add" goal at2020and little to offset the global and China’s carbon emissions. However, it is just a small part of the program, and the whole program remains to be further studied.
