Study On The Establishment Of National Forest City Comprehensive Evaluation Index System In Tengchong City

The evaluation index of forest city construction issued by the state is the fundamental follow for the establishment of forest city in China,but only the results of the establishment of forest city in one city can be judged.At present,there is not a set of particularly mature evaluation indicators can be intuitively reflected in the process of forest city creation at what level,how far from the success of the establishment,there are still what problems need the participation or solution of the public sector.From the point of view of solving this practical problem,this paper takes the Evaluation Index of Forest City Construction in China as the main reference standard,follows the principles of regionality,quantification,systematicness and comprehensiveness,and adopts the key index method(KPI),The Delfie method,the questionnaire survey method and the expert scoring method construct a set of three first-level indexes:forest state,ecological benefit and development kinetic energy,forest status,forest health,ecological culture,forest industry development,organization guarantee.Monitoring income 6 secondary indicators and comprehensive evaluation index system including 16 specific indicators such as forest cover,forest naturalness,forestry gross output value and so on.At the same time benefit Using Delphi method and expert evaluation method,the judgment matrix of each index is constructed,and the weight of each index is calculated by analytic hierarchy process(AHP).Through discussion and research,the following conclusions are drawn:The main results are as follows:(1)according to the present situation of Tengchong forest city development and the target to be achieved,through the related operation of comprehensive evaluation index,it is concluded that the score of establishing national forest city in Tengchong city is 0.880 points,which is in grade I level and the construction level is very good.The scores of forest state and ecological benefit were 0.955 and 0.896,respectively,which were also at grade ? level,development kinetic energy and 0.616 points,respectively,at grade ? level.(2)through the study of the calculation results of each index,it is pointed out intuitively to the public sector in the form of data quantification that there is still insufficient development of forest industry and weak development of forest tourism in the construction of forest city in Tengchong City.On this basis,some opinions of the public sector in the construction of forest cities are put forward,which provides a certain reference for policy formulation and decision-making.
