Research On The Forest City Construction :take Taishun County For Example

Since the 2007 National Forestry Bureau promulgated the "National Forest City" evaluation index(Trial), by the end of 2014, 75 cities has been honored as “national forest city ". Although many cities reached the requirements of the construction of National Forest City, there are still a lot of cities pursuing greening rate blindly without taking the versatility of urban gardens and greenbelts into consideration, let alone considering the difference between urban green space and urban country park. As a consequence, the scenic garden art value and important cultural function reflected through the previous green land in the parks and places of interest. In order to guide the urban forest construction scientifically, it is necessary to systematically study the urban forest construction, to promote the healthy development of urban forest construction and selection, and ultimately promote the city ecological environment improvement and optimization. Making the research, the writer employ the following methods, including literature review method, field survey method, the interdisciplinary method, comprehensive analysis and comparison method and so on. The writer summarizes the basis and methods of forest city planning and design. The summary is also made on the basis of the review of domestic and international forest city, in different aspects from relevant factors like the necessary scales, to planning and design points, etc. The paper is written taking Taishun County urban forest planning construction as a case to study. Combining the analysis of forest resources in Taishun as a basis, the writer puts forward in the paper the planning and construction of the guiding ideology, planning and construction principles and construction goals, and advocates to construct urban green barriers, ecological corridor, and urban greening network system and to choose carefully the tree species in the process of construction. Through all these discussion and analysis, the following conclusions are drawn:(1) Forest city construction is a huge social system project which relates to diverse disciplinaries, fields, and sectors. From the planning level, the construction of urban forests should be brought under a plan of the overall urban construction, land design and tourism development to achieve multi‐compliance.(2) Forest city construction is a long‐term process, during which process the key to improving forest city is the leader’s attention and policy implementation. It also calls for us to establish and perfect the urban forest construction and management mechanism, strengthen the cooperation and coordination of various departments including forestry, land and urban planning, environmental protection, municipal gardens, water conservancy and so on. We should enforce the responsibility into each department and take it as annual assessment criteria. In the capital investment we need to have the plan of construction and management funds, which can guarantee the sustainable development of forest city construction project.(3) Forest city construction need the government’s macro guidance function in particular and the participation of local residents. It also needs the publicity efforts to stimulate social unit and the broad masses of the people to participate actively in forest city construction and improve the environmental protection consciousness of the whole society.
