Cultivated land occupation-supplement project is a key point in land and resources administration.To ensure the quality of new cultivated land and the realization of “Three Benefit s”,great importance shall be attached to expert argument&evaluation meeting in land consol idation.Since the publishing of Document NO.4 by the General Office of the CPC in 2017,Tai’an city has introduced social investment project.From then on,the workload of cultivated land occupation-supplement project has been greater,and the requirement has been higher,so the traditional expert argument&evaluation cannot meet the requirements of current manage ment.“Internet plus” and “e-government” has been developing at a rapid speed in these years.In the paper,combining with the expert argument&evaluation of cultivated land occupation-supplement project in Tai’an,the author designed an online expert evaluation system fo r cultivated land occupation-supplement project in Tai’an,aiming to add an online argument and evaluation before expert argument and evaluation meeting.Through the research and design of the system,the author aims to provide an online argument&evaluation platform for cult ivated land occupation-supplement project to realize the transparency,realness and fairness of evaluation,to improve the preparation work of cultivated land occupation-supplement project by depending on the standards of the platform,as well as to truly realize “Three Benefits”by ensuring the quality of working and design plan.The system is based on web application whose structure is B/S(browser/server).Spring Svc is adopted as the development framework,and Java language is used to develop and write Microsoft SQL Server.The system is to be applied to mainstream Windows system.To desig n the system,the following work has been done.First,According to the trend of Cultivated land occupation-supplement project of arable land occupation and compensation in Tai’an City,the problems in expert evaluation of the balance of arable land occupation and compensation are pointed out,such as time is uncertain,and because of the limitation of the time of the expert location,the time of the project demonstration and evaluation changes greatly,and the expert selection is artificial selection,which has corresponding drawbacks.At the same time,all the data after the project demonstration and evaluation is completed are as follows: Paper plate storage,not easy to query and easy to damage or lose,which puts forward the necessity of building the system..Second,the starting from the actual situation,the system needs analysis,including social,economic and technological analysis.The system conforms to the development trend of e-government and meets the requirements of the current era of large database.The purpose of the design is to improve the business level,evaluation efficiency and create a paperless office environment,reduce ecological pollution,realize the network of demonstration and evaluation,an d keep up with the data trend to convert traditional data into electronic data.In order to achieve the above objectives,the business process of the system is analyzed and the system role is determined.The system includes five roles: system administrator,County administrator,city ad ministrator,case-closing administrator and expert reviewer.Each role information has its own authority information and is responsible for the corresponding process.The business process of the system is as follows:(1)Upload project information from county and municipal units.(2)Preliminary examination of municipal units,which shall be handed over to system adminis trators after approval.(3)After the system administrators select the members of the expert group,the municipal units shall determine the leader of the expert group.(4)After the expert rece ives the notification,he logs in to the system to conduct the demonstration and evaluation of the project materials and fills in the scoring form to upload the evaluation opinions.The expert group leader unifies the opinions of the members of the expert group to determine whether the project has passed the demonstration and evaluation.(5)The case-closing personnel summar ize the evaluation results of project demonstration and feedback to municipal managers,and then to county managers.Third,all the functions of the system are implemented on the webside,so the B/S archite cture is adopted and the database is written in Java in the mainstream Windows operating system.The system architecture chooses the corresponding functions for users through the present ation layer,and the operation interaction is completed in this layer.It is fed back to the system control layer,and then transmitted to the business logic layer.The access and feedback to the database is realized through the IDAL interface module.In order to satisfy the business logic r equirements of the system and determine the system functions,the expert semi-random selecti on function is established.By establishing four sub-databases,the experts who have been sele cted 5-10 times in a period of time are placed in the transition library,and then the expert me mbers in the transition library are removed from the candidate library to determine the expert members in the actual selection library,and the process is repeated until the number of expert s in the actual selection library equals the required number.Number of people.And the thirdparty service functions of the project,such as demonstration,evaluation and scoring function,expert evaluation and feedback function,data archiving function,short message notification function and bank docking function.After the system structure and function menu bar are deter mined,data flow analysis is carried out according to business process logic to confirm that the system contains 11 entity information,database field tables are compiled according to E-R diagram and process,and database language is compiled to complete the back-end design.Fourth,the function of the system is realized to realize the function of expert selection an d the basic function of online expert evaluation system.There are four main login ports on the main page of the system.In the login interface,users can only login correctly after filling in t heir personal usernames and passwords;in the system management function,the functions of adding users,deleting users and modifying users are realized;in the expert selection,the project is added to the project library,and then experts are selected according to the type of project.Secondly,if the selection fails,it needs to enter the expert database and reset the number of times the experts have been selected before the selection.The online evaluation system realizes its authority function according to the role information,such as adding project information,uploading declared project information,saving data,viewing project progress process,expert evaluation scoring,etc.The system can accelerate the speed of information processing,improve the efficiency an dquality of project argumentation&evaluation,as well as reduce the consumption of ecologic al resources.It is of great significance to land administration work,and it is of great value to the argumentation&evaluation of land consolidation work.
