Research On The Benefit Evaluation Of Damaged Cultivated Land Reclamation Projects In Nanchang City

The 21 st century has seen a rapid growth in our economy,yet this has brought with it a multitude of issues,such as the unlawful taking of land,particularly cultivated land.The discrepancy between the availability and demand for land for building is becoming more and more evident.In order to remedy this problem,the state has promulgated many laws and policies,requiring ecological restoration and reclamation of the land parcel occupied by construction land.At the same time,the department of natural resources also strengthened the supervision on the illegal occupation of cultivated land for construction land,in order to make the damaged cultivated land be reclaimed and reverse the increasingly serious illegal occupation of cultivated land.This thesis takes the reclamation project of damaged cultivated land of a construction project in Nanchang City as the research object,conducts field visit and field investigation,mainly studies the current situation and causes of damaged cultivated land of construction project,and analyzes the measures of reclamation project of damaged cultivated land of construction project and the implementation benefits of the project.This thesis makes a detailed classification summary of the land reclamation project damaged by construction projects,and analyzes the characteristics and problems of the project in the case study,establishes a set of perfect evaluation index system,and uses the matter-element extension model to evaluate the implementation benefits of the project.Based on the benefits of land reclamation projects,the thesis puts forward relative countermeasures and suggestions.Based on the local natural environment characteristics and land damage characteristics of this project,we comprehensively considered the relevant evaluation criteria,including land damage type,extent,utilization status,and objective conditions of reclamation of damaged land,so as to evaluate the feasibility of the construction project,in order to provide reference for its reclamation work.The main conclusions are as follows:(1)There are certain differences in the implementation benefits of reclamation projects among different indicators.The indicators with good reclamation benefit include the reclamation rate of damaged cultivated land,the implementation of monitoring projects,the implementation of management and protection subjects,the per mu capital investment amount,the per mu capital investment amount,etc.The indicators with good reclamation benefit include the density of irrigation and discharge projects,the awareness of the cultivated land protection policy of the relevant personnel of reclamation projects,the awareness of the cultivated land protection policy of village cadres,etc.The general index of reclamation benefit includes the residual rate of construction waste,the content of soil organic matter,the awareness of farmers around the project about the cultivated land protection policy,the output value of grain increase,and the change rate of land contiguity degree,etc.The index of reclamation benefit is not obvious,which is the return on investment.(2)The direct benefit factor of reclamation contributes the most to the benefit of land reclamation projects,especially the reclamation rate of damaged cultivated land;(3)The overall benefit of the reclamation project has reached the expected target.On the whole,the social benefits are good,but the farmers around the project still need to improve their awareness of the cultivated land protection policies.The economic benefits brought by the reclamation project are not obvious on the whole,which is related to the fact that the newly added cultivated land in the project area is less.The ecological benefits brought by the reclamation project are good,which indicates that the damaged cultivated land in the project area has been better restored.According to the results of benefit evaluation and existing problems of reclamation project of damaged cultivated land in Nanchang City,this thesis puts forward some suggestions.In the process of land reclamation,effective engineering and technical measures should be taken according to specific cases to ensure that the productivity of reclamation area is effectively restored.In addition,effective management and protection measures should be taken to protect the vegetation and natural resources in the reclamation area so as to give full play to their ecological functions.In order to better manage the construction land,the government should establish a sound management system,from application to reclamation,and effectively integrate the functions of various departments,to ensure that the responsibilities of all departments are clear,information sharing,joint management,and implement the social responsibility of "who destroys,who repairs",so as to promote the development of the life community of "mountains,rivers,forests,fields,lakes and grass".
