Influence Of China's Fishery Structure Adjustment On Fishermen's Income

In the past forty years of reform and opening up,China's fishery economy has achieved high growth.The primary industry dominated by traditional farming and fishing plays the leading role.With the further development of fishery,problems faced by the extensive mode of growth are increasingly revealed.For example,low level of industrial chain,decline of fishery resources and fishermen imminent to change their jobs and so on.It is urgent to adjust fishery industry structure and change the mode of production,so that the sustainable development of economy can be realized.Fishermen are the main body of fishery economy,their income are related to the livelihood.Increasing fishermen's income and reducing the income gap among regions must be carried out at the same time.Due to the variant economic development level,natural conditions and development stages of fishery in different regions,impacts of fishery structure adjustment to fishermen's income and income gap in different regions are variant.Therefore,studying on the influence is of great significance for the transformation of fishery structure,income increasing and income gap narrowing.Fishermen's income increasing is conducive to development of fishery economy,stability of industry and harmony of society.It is also an important index to test whether the adjustment of fishery industry structure is effective.Thus,in the process of fishery structure adjustment,we should pay more attention to influence of structure adjustment on fishermen's income in various regions and take corresponding measures to adjust the fishery structure according to local conditions,so as to increase fishermen's income and narrow the income gap.On the background of fishery industry structure adjustment,this paper selects thirteen main fishery provinces as the research objects in the eastern and midwestern regions and studies the influence of structure adjustment on fishermen's income and income gap sub-regionally,aiming to find out the relationship between fishery industry structure adjustment and fishermen's income in different regions.Finally we can provide theoretical basis for adjusting fishery structure,increasing fishermen's income and narrowing the gap between eastern and mid-western regions.First thispaper summarizes the research status at home and abroad,including the study of industry structure evolution,research of fishery and agricultural structure adjustment,fishermen's income and the income gap,influence of agricultural structure adjustment on farmers' income,influence of industry structure adjustment on income gap and calculation method of income gap and so on.The author finds that there are many literature about fishery structure adjustment,fishermen's income and income gap in the existing literature,but there's few literature considering the three aspects.Study on the variance analysis in different regions is few and few.In view of shortcomings of existing studies,this paper analyzes the influence of fishery industry structure adjustment on fishermen's income and income gap in the eastern and midwestern regions.Compare the regional differences,in order to provide theoretical and empirical test for different regions in terms of fishery structure adjustment,fishermen's income increasing and income gap narrowing.On the basis of sorting out the research status at home and abroad,the second part summarizes the meaning of fishery industry structure adjustment,the concept and subdivision of fishermen's income,and then analyzes the mechanism of fishery structure adjustment affecting on fishermen's income.It points out that fishery industry structure adjustment can improve the labor productivity and promote the effective allocation of resources and lead other industries by diffusion effect.In that case,fishermen's income will increase.Theoretical research lays foundation for empirical analysis.The third part analyzes the process and status of fishery industry structure transformation in the eastern and midwestern areas by calculating the speed coefficient and the direction coefficient of industry structure transformation.It also concludes influence factors of fishery structure adjustment and analyzes the variation trend,income structure and the existing problems of fishermen's income in various regions.In the fourth and fifth part of this paper,based on the panel data of fishery output and fishermen's income in the eastern and midwestern,we calculate the impact of fishery structure adjustment on the overall and subregional income.Then we measure subregional fishermen's income gap and its contribution to overall income gap.Finally,combining with the Gini coefficient we study the influence of fishery structure adjustment on regional fishermen's income gap.In the last part,according to the above theoretical and empirical analysis,conclusions are drawn as follows.First,adjusting fishery industry structure has a significant effect on increasing fishermen's income and sub item income.Second,fishermen's income gap among different regions is large.Household income is the main source of the income gap.Third,effect of the secondary industry transferring to the tertiary industry on income and income gap is greater than that of primary industry transferring to the tertiary in the eastern region,while the midwest region is just the opposite.Forth,fishery industry structure adjustment helps to narrow the income gap among fishermen in different areas.Besides,deepening the degree of opening to the outside world doesn't have a signifiant effect on narrowing income gap.At the same time,this paper puts forward some suggestions for increasing fishermen's income and narrowing the income gap: promote the adjustment of fishery industry structure and create modern fishery to increase fishermen's income.Expand the employment opportunities and optimize fishermen's income structure to narrow the income gap.Promote the industrial transfer between regions so as to increase fishermen's income in the midwest and narrow the income gap.Increase the subsidies to fishermen and promote the transfer of surplus labor.
