Study On The Effect Of Sloping Land Conversion Program On Farmer’s Income

Sloping land conversion program in repair and protect the ecological environment at the same time,also promote local economic development,increase farmers’ income effect,especially in the poor areas of ecological environment,and its fragile,but also played an important role.After participating in sloping land conversion program,farmers lost some land,how to protect farmers income,how to rational allocation of production factors,how to guarantee the rural sustainable development and how to consolidate the sloping land conversion program follow-up development have become the focus of social concern,is also the central government and related department issues of concern.In this study in sloping land conversion program’s influence on sample peasant household income as a starting point,through field investigation,literature review and empirical analysis,using the 6 samples provinces and regions,15 sample counties data has carried on the empirical research on this issue for the following relevant conclusions.Firstly,sloping land conversion program to promote the peasant household of the labor force transfer,but the effect is not ideal,parts did not achieve the purpose of the effective transfer of surplus labor,but also has the problem of labor transfer effect is not high;Second,after sloping land conversion program,farmers did not as expected to intensive management of surplus land,just increase in labor input,and capital investment have no obvious change;Third,the project of returning farmland to forest increases the total income of farmers,but does not have any effect on farmer’s non-farm income.In other words,the effect of returning farmland to forest on farmers income only reflects on government subsidies,there is no other aspects promote increase farmers income,income of farmers’ access to the non-agricultural industries is not benefit from the project;Finally,the special fund for the consolidation of returning farmland to forestry projects and the economic forest has not played a better role.According to the above research conclusion,when from the sample area and combining the research of the actual situation,puts forward some policy suggestions on increasing technical support to promote income-generating economic forests,strengthening policies,retaining people to attract talents,appropriately improving the treatment of forestry personnel,and giving full play to the role of grass-roots workers at the grassroots level.
