Inner Mongolia is covered with vast natural quality grassland,with an area of above 86 million hectares.Among it the effective natural pasture reaches 68.18 million hectares,covering 27% of national grassland area.It’s the largest meadow and natural pasture in China.Grassland contracted management system is an important component in China’s agricultural management system,and the foundation to develop modern animal husbandry in grassland.At present,“3 rights separation” policy(ownership right,contract right and management right)is carried out in grassland,to divide the grassland contracted management right into contract right and management right,to loosen control and give more flexibility to management right.“3 rights separation” is another major institutional innovation in the reform of agricultural and pastoral areas after household contract responsibility system,and a vital part in Chairman Xi Jinping’s thought of agriculture,farmer and rural areas.It will further strengthen and perfect the basic management system in agricultural and pastoral areas,and accelerate the modernization of agriculture and animal husbandry.But lots of problems occurred in certificate issuing in “3 rights separation” pilot regions in Inner Mongolia such as Otog Front Banner,Urad Middle Banner and Xilin Hot etc.It makes it’s hard to carry out the policy.This article selects Xilin Hot as the pilot.It focuses on the information of farm household in the meadow and partition data of pasture and meadow,makes use of 3Stechnology,GIS secondary development framework,QR code technology,cloud storage technology,and Visual Studio 2012 as the development environment,and adopts the class library provided by C# language and ArcGIS Engine,to develop and realize the GIS based visual grassland ownership management system.And it puts forward,designs and issues “grassland management card” to benefit the financial docking and management for peasant and farm households and related authorities,and make grassland circulation and transfer transaction and mortgage loan more convenient.Main conclusions are drawn as follows:(1)This management system is developed after combining the information and digital request on grassland ownership management.It effectively solves problems in certificate issuing practice for grassland administrative departments in “3 rights separation” pilot regions,such as information docking difficulty,lack of appropriate management system,inconvenience to process circulation management business,and high certificate making cost etc.It improves the efficiency of grassland ownership management.(2)This management system adapts to “3 rights separation” policy,to divide the contracted management right into two independent management systems,and standardize the management on grassland ownership(right to use),contract right,management right,management right circulation,transfer and mortgage,and other business management.(3)Grassland ownership management system under “3 rights separation” policy adopts GIS management mode to realize ownership visual management and business processing.And the issuing of “grassland management card” solves problems in handling grassland circulation and transfer,such as high cost of ownership certificate,duplicated certificate due to frequent change of information,and no guarantee to information security etc.(4)This article also discusses the application of the system in grassland ownership management,and the benefit to administrative departments and farmers and herdsmen.Besides,it forecasts the technical problems in system development,concerns in management system and further development objective.
