Compared with agricultural land circulation,grassland circulation is more difficult to supervise,and it is easy to produce excessive use behavior,which inevitably causes degradation.Many studies have shown that there is indeed a risk of degradation in the circulating pastures.In reality,it is often the case that grassland circulation is more prone to degradation than unleased grasslands.Under the background of the implementation of the "separating rural land ownership rights,contract rights and management rights" policy,it is of great theoretical and practical value to study how to better define the rights and responsibilities of the transfer pastures,better protect the transfer pastures,and promote the sustainable development of grassland pastoral areas.This paper takes institutional economics as the theoretical basis,and mainly studies whether there are significant differences in the pastoral transfer of grassland in pastoral areas under the two existing systems of Xilin Gol League(ie,state-owned pastures and collective pastures).Based on the first-hand face-to-face interview data of more than 200 herdsmen in the three flag counties of Xilin Gol League,the paper establishes a panel data econometric model and studies the impact of pasture ownership on grassland management rights transfer behavior and circulation results.In the process of metrological analysis,the panel regression and sorting multivariate Logit model method is used,and the propensity score matching method is used for comparison test to improve the accuracy of the research conclusion.The paper is mainly based on two issues.First,under the two systems,is there a significant difference in the grassland circulation trend? Second,will the pastoralists’ ecological protection of the flow pastures change according to different systems? The results obtained from empirical and theoretical analysis show that the development trend of grassland circulation is the same for both state-owned pastures and collective pastures.The state-owned does not inhibit the frequency and area of grassland transfer,but it will affect the ecological protection degree of the transfer grassland.Under the state-owned grazing system,the herdsmen have unstable factors in production expectation,which leads to the negative impact on the grassland ecological environment.The herdsmen’s supervision of the grassland is significantly lower than that of the collective grassland,and the degree of degradation is also significantly higher than the collective grassland.Based on the above conclusions,the paper puts forward corresponding policy recommendations: First,in the system design,we should pay more attention to the production expectations of the herdsmen and reduce the uncertain factors brought by the system.Second,the grassland system reform should not be limited to specific forms of ownership,and should be gradually promoted;the third is to establish a sound and clear system of powers and responsibilities,and deepen the idea of " separating rural land ownership rights,contract rights and management rights " in the grasslands.
