Analysis Of China's Wildlife And Its Products Smuggling Case In The Past Decade

Nowadays,the awareness of wildlife conservation is widespread all over the world meanwhile the illegal trades of wildlife and its products become more and more severely.In order to prevent these smuggles,the International Criminal Police Organization intensifies the fights against illegal trades.In China,smuggles of wildlife and its products attract so many attentions from all walks of life in the world.Even there are some foreign organizations accusing that China is a major destination for the smuggling of wild animal and its products.In order to response these doubts and have a clear insight on features and consequences of illegal trades of wild animal in China,we must put aside unnecessary criticism,rational and rigorous attitude,to discuss some basic problems of these illegal smuggling in China.In this paper,we reviewed the wildlife and products smuggling cases seized by China Customs from 2001 to 2013,and analyzed the number of cases,the nature of the cases,and entry-exit characteristics of the cases and other aspects.Summarizes the characteristics of the wildlife and products smuggling:the location of the relative concentration;smuggling routes complex;smuggling ivory and products cases increase;smuggling acts for the person carrying,smuggling source/transit involving many countries and regions;various types of smuggling.Further,the four key reasons for smuggling wildlife and their products were explored:smuggling were motivated by high profits;consumer demand decided by tradition of long-term use;different standards of the law or law enforcement between China and other countries;part of the public lacked sufficient knowledge on the laws and policies of wildlife.We put forward some suggestions to curb and fight smuggling wildlife and products,that includes:to strengthen publicity and inform to improve legal awareness of citizens;to strengthen international cooperation to curb smuggling from the source;to strengthen professional training and law enforcement;to differentiated adjust entry approval process on endangered species and their products;adjust punishment strength;through the auction of process the seized wildlife products;to establish databases of smuggling case on endangered species and their products.
