| The wildlife protection system consists of a number of laws,regulations and policy documents.After the outbreak of the novel coronavirus pneumonia,new changes have taken place in socio-economic culture and human psychology.Under the background of the post-epidemic period of normalization of the epidemic,issues related to wildlife protection have attracted widespread attention.In this new period,the wildlife protection system has undergone major changes,showing new characteristics.In the post-epidemic period,the main wildlife protection systems in my country have changed a lot,including the inventory system,the artificial breeding system and the prohibition of the use of wild animals for food.The article believes that the development of these systems is facing new challenges,such as inability to meet the actual needs of wildlife protection in our country,deviation from the protection purpose,low risk prevention capabilities,infringement of legitimate rights and interests,and unreasonable supporting systems.To achieve the goal of improving people’s awareness of wildlife protection and public health safety,the wildlife protection system represented by these three major systems should be further improved in the post-epidemic period.Faced with these problems,the article regards humans and wild animals as a living community and incorporates them into the national biosafety system for comprehensive protection.Due to the dominance and scarcity of wild animals,wild animals are regarded as one of the elements of natural resources.Under this resource view,the economic and ecological value of wild animal resources and their own mobility and limited regeneration characteristics determine the characteristics of wild animals.The strategic value of animals as natural resources at the level of national security.The concept of "community of human and natural life",born on the two opposing ethics of anthropocentrism and ecocentrism,inherited and changed these two ideas,provided a broader vision for wildlife protection,and changed the concept of human beings.The situation of confrontation with wild animals,taking humans and wild animals as a community into the national biosecurity system for comprehensive protection,provides a richer theoretical support for the wildlife protection system.Based on this theory,the article expands the scope of existing wildlife protection by incorporating the protection of biological safety into the legislative purpose of the Wildlife Protection Law,further restricts the use of wild animals,re-fines the list and classification,transforms the purpose of artificial breeding of wild animals,and adjusts The relationship between wild animals and livestock and poultry genetic resources,domesticated animals,the introduction of biosafety risk prevention mechanisms and other institutional changes,while establishing a more scientific concept of wildlife protection,so that the wildlife protection system meets the requirements of the new era of biosafety concepts,and achieves comprehensive The legislative purpose of protecting wild animals is to implement the concept of ecological civilization,promote the harmonious coexistence of humans and wild animals,and improve the construction of the national security system. |
