A Study On The Impact Of Farmland Consolidation On Farmland Value

Farmland has various functions such as agricultural production,ecological protection and so on.At present,the production function of farmland is more fully utilized,but the function of ecological protection is often overlooked,resulting in a declining quality of farmland ecological environment and serious pollution.In order to protect the farmland resources,improve the eco-environmental quality of farmland and construct beautiful countryside,it is necessary to strengthen the multifunctional utilization of farmland.Farmland consolidation is an important measure to solve the current problem of farmland use in China.Under the background of improving the quality of rural ecological environment and development of an ecological civilization,how to improve the comprehensive value of farmland through agricultural land consolidation is an important question worth exploring.Firstly,the value system of farmland including production value and ecological value is constructed based on the perspective of farmers in this paper.Secondly,the agricultural land consolidation projects are divided into two implementation modes: government leading mode and business entities leading model,and two engineering types: ecological type and non-ecological type.Thirdly,the influence mechanism of different models and types of farmland consolidation on the value of farmland is theoretically analyzed in this paper.Finally,the value of farmland production and ecological value in the investigating area were evaluated using questionnaire data of Farmers and the value evaluation methods of natural resource and environmental economics,and the effects of different modes of farmland consolidation on the value of farmland are evaluated using the difference-in-difference model.The major conclusions are as follows:(1)Farmland value has the characteristics of temporal dynamics,spatial heterogeneity,multi-level and subject diversity.Farmland function determines the farmland value.The farmland function has the characteristics of temporal dynamics,spatial heterogeneity,multi-level and subject diversity.So does the farmland value.In a specific period and area,it is necessary to define the research level and perspective to construct the farmland value system.Production and entironment protection are basic value of farmland.Social security,economic contribution,property and isolation are the derivative value of farmland.Based on the perspective of farmer households,this paper takes the basic functions of farmland as the research object,and constructs the value system of farmland containing farmland production value and ecological value.(2)The farmland production value has been a great improvement after implementation of farmland consolidation,and there is a discrepancy of improvement between different patterns of farmland consolidation.The ways of the effect of farmland consolidation on the value of farmland are as follows: farmland consolidation affects the output of unit area of farmland and the production cost per unit area of farmland,and then affects the value of cultivated land.According to theoretical analysis,the farmland consolidation can improve farmland production value through improving average yield of farmland and decreasing the average cost of farmland.The farmland consolidation leading by management body will increase the value of farmland production to a greater extent than government-led projects.According to the results of empirical analysis,farmland consolidation has an obviously positive effect on farmland production value.And the increasion in the government-led mode is higher than business entities leading model.From the comparison of farmland production value before and after consolidation,the extent of improvement is 8.22%.From the comparison of farmland production value before and after different models of consolidation,the extent of improvement of government-led projects is 15.73% more than business leading projects.Further,farmland consolidation has not an obviously positive effect on average yield of farmland,but the average cost of farmland decreased obviously.Farmland consolidation mainly reduces the agricultural production cost by increasing the level of farmland roads and irrigation and drainage infrastructure,and then raises the value of farmland.Moreover,the degree of raise of the farmland roads and irrigation and drainage infrastructure in the agricultural-cooperation-led project area is higher,and the farmland value.(3)The farmland ecological value has been a great improvement after the implementation of farmland consolidation,and there is no discrepancy of improvement between on different patterns of farmland consolidation.The ways of the effect of farmland consolidation on the ecological value of farmland are as follows: farmland consolidation affects the ecological funcitons of farmland,and then affects the ecological value of farmland.The functions of farmland,such as climate regulation,water conservation,soil conservation,etc.have been improved after the consolidation projects,especially landscape function and water conservation function,while the function of farmland biodiversity has declined.In general,the farmland consolidation projects have a positive impact on the ecological function and ecological value.According to the calculation results,the ecological value of farmland raised 5.06% after consolidation.But there is no discrepancy of improvement between different patterns of farmland consolidation.It shows that the existing ecological farmland consolidation projects have limited effectiveness in improving the ecological value of farmland.The possible reasons are as follows: among the current ecological farmland consolidation,the scale of ecological projects is relatively small,so that there is not an increased ecological value after consolidation;In addition,farmers lack understanding of arable land biodiversity maintenance function and environmental purification function.Therefore,adopting peasant household willingness survey method can not accurately reflect the differences in the impact of different types of agricultural land remediation projects on the ecological value of farmland.(4)According to the empirical analysis results,the comprehensive value of farmland has been significantly improved after the implementation of farmland consolidation.Through further analysis,the improvement of agricultural production value and ecological value can complement each other.Compared with non-ecotype projects,ecological projects can better improve the water conservation function and soil conservation function,thus promoting the improvement of farmland production function,while other ecological functions have no significant effect on farmland production function.Therefore,the implementation of ecological farmland consolidation projects can effectively improve the farmland ecological environment while maintaining the improvement of production value.According to the research conclusions,in order to effectively improve the impact of farmland consolidation on farmland value,this dissertation suggests the following policy recommendations: First,the farmland consolidation should focus on promoting the multifunctional use of farmland and increasing the comprehensive value of farmland.Second,improving the construction content of farmland consolidation,ensure the quality of the construction,and create conditions for further increasing the farmland production value.Third,innovate organization model of farmland consolidation,promote various types of agricultural management entities,especially new types of management entities,to participate in farmland consolidation.Fourth,vigorously promote the implement of ecological farmland consoliadtion and give full play to the role of farmland consolidation in enhancing the ecological value of farmland.
