The state forestry department directly under the Guangxi forestry administration was a main force of forestry and ecological construction.It has been practicing the construction of ecological civilization,the construction of modern forestry construction and special mission of the beautiful Guangxi,for the maintenance of ecological security,cultivating reserve of forest resources,protecting biodiversity.To protect the ecological environment and protect the people's livelihood,the state is advancing,and the construction of the talent team in the state-owned forestry field is one of the important reform contents.It is of great significance for Guangxi to establish "The Strong Province for Forestry" by studying how to build the talent team of the forestry field directly under the Guangxi forestry hall and make the first resource of the forest field.On the basis of collecting and consulting a large number of literature,using comprehensive methods such as survey method,questionnaire method,comparison method of 13 national forest farm directly under the provincial forestry talent team construction situation of Guangxi were investigated,analysis of the current situation of Guangxi national forest farm directly under the provincial forestry talent team,the talent team construction work mechanism,the problems existing in the construction of talent team,developing opportunities and threats faced by the construction of talent team and challenges.Research results:(1)The overall situation of the talent troop in the forestry department of Guangxi province is not optimistic,and there is much sadness and happiness.The proportion of the employed persons is up to 52.33%;The number of managerial talents is on the high side and the professional and technical talents are low,with 16.54 percent managerial talents and 29.71 percent of professional technical personnel.The lack of professional technical talents with master's degree or above is low,accounting for 3.87%of the total number of professional and technical talents.The number of leaders in the division of the forest field has been seriously overwritten,with an average of more than 16 people per forest field;The proportion of professional staff involved in forestry is obviously low 27.58%;The distribution of age structure of forest farm workers is evenly distributed,and the age group under 40 is the main body.Among them,the age of 35 and below is the main force.(2)Talent evaluation,use,cultivation,flow and motivation are the main contents of the construction work mechanism of the forest field talents team of Guangxi forestry hall.For forest farm leaders of performance appraisal,annual appraisal of the leadership,the middle-level cadre's assessment,general staff appraisal,mainly USES the target management,360-degree performance evaluation,arrangement method,critical incident method,forced distribution method to evaluate five kinds of methods,such as;Adopt pre-set post and post establishment,and employ personnel according to post requirements;A lot of education training measures have been introduced,and the contribution rate of on-the-job learning to the degree of talent education in the forest field of Guangxi forestry hall is 53.52%.The internal rotation is the main way for the talent exchange.Labor remuneration is the main content of motivation.(3)The problems in the construction of the talent team in the forestry hall of Guangxi are presented in three aspects:construction concept,evaluation mechanism and construction investment.Lack of scientific and effective mechanism of choose and employ persons,the use of talents and use,and talent cultivation mechanism,and so on,is directly under the provincial forest farm in Guangxi outstanding problems that exist in the construction of talent team.Guangxi forestry hall directly belongs to the forest field talent team construction is full of development opportunities while facing threats and challenges.state-owned forest farm in order to realize the sustainable development and implementation of "talent" Lin important measures,put forward to follow the law of talent development,to establish the idea of "human resources is the first resource",from the science and education thriving forestry and talent strong strategic height,Lin recognize the importance of personnel work and the urgency of forestry talent team construction,establish everyone can point talent,to perfect the system of forestry talent incentive mechanism;We should set up a talent view to meet the needs of the reform and development of the forest field,and ensure that the goals and undertakings of the forest field"protect ecology and protect democracy" continue to make great progress.Only intensify personnel training,how to vitalize inventory talent,intensify their efforts to introduce talents and improve the talent quality structure,perfect the talent evaluation discovery mechanisms,improve the talent selection using mechanism,perfect the development mechanism of talents cultivation,perfect the mechanism of talent flow configuration,perfecting talent incentive mechanism,maximize the activate talent team construction play a role of the government functions of the allocation of resources and forest farm subject,and to enhance investment in forestry talent team construction.In order to ensure the sustainable development of the forest field talent team in Guangxi forestry hall.
