The Research On Optimization Of Oil Tea Production And Operation Mode

Camellia oleifera,a unique woody oil plant in China,has a wide distribution and large area,and its tea oil is a natural,safe and high quality edible oil with high health care value.Hunan province,as one of the main producing areas of Chinese Camellia oleifera,the development of Camellia oleifera industry is of great significance for optimizing the industrial structure of Hunan Camellia oleifera,promoting the upgrading of edible oil consumption structure,increasing the income of farmers,reducing the dependence on imported high-end edible oil,and solving the national grain and oil safety problems.At present,the production and operation mode of oil tea mainly include family management,large household management,cooperative operation,company management and the business model driven by the company.The advantages and disadvantages of these business models and their preconditions and the development mode of Camellia production and operation are urgent problems to be solved for today's development of Camellia oleifera industry.First of all,through the review of relevant literature and the investigation of the origin of oil tea in Hengnan County,this paper analyzes the existing production and operation mode of oil tea,and thinks that the oil tea is suitable to take appropriate scale managemen.Secondly,according to the actual operation of the production and management model of oil tea in Hengnan County,the farmers' willingness to participate in the cooperatives and the selection of the main body of production are studied.It is concluded that farmers' willingness to participate in cooperatives is weak,and is more likely to be driven by large households and the government(local villagers' committees)organize the production of Camellia oleifera.Finally,we build a cooperative mode of "Company + large households + farmers" and village committee as the main body.And from the three aspects of its internal mechanism,microcosmic sufficient conditions and macro guarantee measures,it is necessary to ensure the contract spirit of the main bodies and the strict operation and management of the joint stock cooperation in the microcosmic,and to solve the problem of the property right or the right to use of the plantation of Camellia oleifera,and deepen the reform of the forestry property right system.Second,improve the agricultural financing guarantee system,strive for and implement the national financial support and various benefits agricultural policies,and set up a special fund to support the development of the oil tea industry;at the same time,we should increase the investment of scientific research,promote the upgrading of the oil tea industry,set up a perfect industry standard and focus on the cultivation of the village.In the end,we should strengthen the organization and leadership,put the development of the oil tea industry on the same important position as the grain and oil industry,and further improve the legislation and standardize the activities of the joint stock cooperative organization.And jointly ensure the good operation of the new construction mode.
