Present Situation Analysis And Countermeasures For Grass-roots Animal Epidemic Prevention Management System

In recent years,the animal epidemic situation is more complex and the risk of disease is higher in our country,that animal disease prevention and control pose a great threat to our country especially our neighboring countries and regions.Animal epidemics in the healthy development of animal husbandry,animal and its products quality safety who caused serious influence to animal and human health.The current situation of the animal epidemic prevention system in our country especially at the county level,under the construction of animal epidemic prevention system relatively lags behind,there is a big gap compared with developed countries that it is difficult to adapt to the need of modern aquaculture development and public health security.In our country,it is necessary to improve and perfect the animal epidemic prevention system so as to improve the ability of the animal disease prevention and control.This article mainly used the method of literature,field investigation method,discussion method and the analysis methods of induction,through information retrieval,studied the world organization for animal health(OIE)on standards,guidelines and recommendations about animal health,for reference on the animal epidemic successful experience of construction of system in some developed countries,and adopting agricultural extension method,which systematically analyzes the current situation of animal epidemic prevention system in our country and the problems existing in the veterinary epidemic prevention management system.In luoyuan county,by survey the current status of veterinary management system and operating mechanism,from machinery setting,team construction,financial guarantees and so on,especially for professional and technical personnel of age level,level of education and technical titles,etc.,made a detailed investigation and analysis.To reform the basic situation of the veterinary system.In Luoyuan county,in-depth understanding of the common existing problems of animal epidemic prevention management system at the grass-roots level and has put forward the Suggestions to perfect the management system for animal epidemic prevention at the grass-roots level:first,to optimization of organizational leadership,establish a long-term mechanism;second,to strengthen public opinion propaganda and the subject consciousness of epidemic prevention.Third,to strengthen the team construction,improve the ability for animal epidemic prevention.
