With the development of socialist market economy and the entry of WTO, animal husbandry has stepped up to higher order of demand in terms of quality, security and environment. It is therefore that the status of animal epidemic and livestock products management is on the increase and it is necessary and urgent to reform livestock epidemic prevention system. By means of agriculture popularization and by application of public hygiene policy and administrative theory, this paper systematically elaborate livestock epidemic system duty, analysis the problems in China livestock epidemic prevention management system , contrast the difference between international livestock epidemic prevention system as well as put forward some advices on how to promote and perfect China livestock epidemic prevention management system.In China present vet management, vet duties include administration, law execution supervision and beneficial services. The problems existed today mainly involves: confused organization, mixed beneficial and technical services; district divisions; confused management; inefficient capacity for technical support, incompetent roles of epidemic prevention system at grassroots level.This paper produces some basic thinking and advices on reforming livestock epidemic management system.: according to market-oriented economy rules and WTO rules, step up the legalization of animal epidemic prevention; establish official vet system; exercise moderate vertical management to livestock epidemic prevention organization; execute integrated administration with regard to animal immunization, origin quarantine, slaughter quarantine, export and import quarantine, epidemic prevention supervision by government through law, administration, economic means; build animal research labs in line with international rules; perfect animal epidemic control, extinguish and qualify systems; establish market entry permit system; perfect risk assessment system; cement epidemic prevention construction at grassroots level; adopt vet license system.
