The Analysis Of The Present Situation Of Animals' Epidemic Prevention And Quarantine And Countermeasures Research In Xinhua County

In order to promote the basic level system of animal epidemic prevention construction under the new situation,this thesis is based on the analysis of the present situation of animal epidemic prevention and Quarantine in Xinhua County and research of finding solutions. I have investigated the present situation of animal epidemic prevention in Xinhua and collected much successful experience in animal prevention system in many years.As the request of the "Animal Epidemic Prevention Law of the People's Republic of China" and "Animal Epidemic Prevention Law of the People's Republic of Hunan Province",I have researched the animal epidemic prevention agencies reform,the management system,the basement ability,the trainment, financial guarantee, township and village, and so on.raised some development ideas, objectives and contents of establishment and improvement to the animal epidemic prevention system under the new situation,discussed its new improment model in order to provide theory evidence for its construction.To improve animal epidemic prevention system, regulate animal epidemic prevention work,we must entirely carry out the scientific outlook on development, establish full control concepts and close connective animla prevention institution,reform the management mechanism, make full use of the employment mechanism,strengthen the basic building, ensure that funds are available,pay much attention to the implementation of institution building, and ensure the orderly conduct of the every work.The promotion of grass-roots unit animal epidemic prevention system construction,which enhance administrative functions of animal epidemic prevention,format vertical and horizontal coordination,efficiency operation, effective security and grass-roots animal epidemic prevention system,greatly improve the prevention and control of animal disease, effective control the foot and mouth disease, high induced pathogenic avian influenza and other major animal epidemic diseases,and protect the healthy development of animal husbandry,ensure the safety of life and property.
