| Since the basic necessities of human’s life cannot keep away from the land and the land also supports the sustainable development of human society,the relationship between human beings and the land is one of the basic relationships that concern human’s survival and the development.The global population is growing,which leads to the ceaseless decreasing of the per capita farmland,and this is a serious contradiction in human beings’development.Land is the foundation of human’s survival and development,and it is also a very valuable resource and asset.With the rapid growth of population,industrialization and urbanization,certain problems become more and more significant,such as vast population and limited farmland,the overall poor quality of land resources,serious shortage of arable land reserve resources,the low rate of land utilization and so on.More and more attention has been aroused from various circles of society.Currently,since the situation of farmland protection in our country is very grim,the strengthening farmland protection allows no delay.Especially in the process of urbanization,the protection of arable land is very important.As a new prefecture-level city with extremely urgent task of development,Suizhou City regards the pursuit of effective change in city’s development and the appearance as the main administration purpose,a large number of industrial areas and residential districts result in rather less utilization of the surrounding land,which makes it very hard to find the balance between city development and farmland protection.Based on the actual facts of arable land’s utilization in recent years,this paper analyses the present situation and future trends of Suizhou city as well as the relationship between urbanization and the arable land utilization.It believes that the improper utilization of land really exists.Therefore,this paper also puts forward six suggestions:conservative and intensive use of city land;distinctive treatment including protection and domination;severe forbiddance of farmland lying idle or being abandoned,efficient improvement of land utilization;strict implementation of land utilization control system;strict inspections combined with strict law enforcement;conscientious implement of the basic arable land protection system.As the protection of arable land in China has a long way to go and we have both red line demands and legal restriction about cultivated land protection,it is important to deal with the land protection from the point of view of scientific development. |
