With the continuous development of social economy and the gradual improvement of people's living standards,the proportion of car commuting in daily commuting travel is also increasing.It brings a variety of traffic problems,especially the traffic congestion during the commuting period.Major cities have launched traffic restriction policies and purchase restriction policies in order to reduce urban traffic congestion,with little effect.The mandatory one-size-fits-all restriction and purchase restriction policy has also brought many voices of opposition.The existing tail number restriction policy fails to fully consider the temporary commuting needs of commuters,and the existing ride-sharing travel through the Internet taxi platform fails to get rid of the profitable nature of operation,so it is particularly urgent to design a more reasonable and effective combination of traffic restriction and commuting ridesharing.Through the analysis and research of the existing traffic restriction policy,this paper puts forward the scheme of unit car restriction and commuting carpool.(1)The article has carried on the brief summary to the unit car limit and the commuting carpool,and carries on the questionnaire survey to the unit car limit and the commuting carpool,examines the traveler to the plan participation will,the survey plan implementation influence factor.After the questionnaires are collected,the survey data are sorted and analyzed to lay the foundation for the follow-up study.(2)The paper builds the optimization model of the limit of the car per unit and the commutative carpool.In this paper,the choice of Logit mode and UE and user equilibrium model are established,and the theoretical modeling and simulation of the scheme are studied.With the goal of social welfare optimization,this paper proves the theoretical feasibility of the scheme,and optimizes the restricted area and proportion.It is found that there is no linear relationship among social welfare,travel demand and traffic flow,and it is necessary to adjust the restriction area and proportion reasonably according to the actual situation on the basis of the basic framework when implementing the unit car restriction and commuting carpooling measures.(3)The paper analyzes the influencing factors of the commuting carpool participation under the unit car limit,based on the questionnaire survey data.Bivariate Logit regression was carried out on the selected seven factors,and the maximum likelihood estimation method was used to screen the two main factors of travel cost and punctuality.(4)In order to improve the participation of commuting sharing under the restriction of unit car,it is considered to intervene through the way of encouraging policies issued by managers,that is,the government.This paper constructs a behavior model of commuting carpool based on game theory,and uses this model to analyze the dynamic game process of commuting carpool travel decision and government incentive policy under various objective conditions,which provides a theoretical basis for government policy and priority management measures in different stages of policy implementation.Based on the traditional traffic restriction scheme with tail number,the scheme of unit car restriction and commuter-shared ride has fully considered the current situation of our country and the psychology of travelers,which is feasible in theory and has certain practical value,and provides a new way of thinking for urban road traffic control in China.
