Research On The Causes And Effects Of Green Transformation Of Thermal Power Enterprises In The Context Of Environmental Protection Tax Reform

Confronting with complex domestic and foreign situation and the more changeable natural climate,how to tackle environmental protection problems and contribute to sustainable development has become a significant issue.For a long time,thermal power,as an important power source in China,has been related to national energy security.Whereas,harmful pollutants emitted by thermal power generation will lead to serious environment pollution.Although pollution discharge fee previously has played a certain role,the impact and enforcement are far from enough.Obviously,the drawbacks are becoming increasingly prominent.The Environmental Protection Tax Law was officially implemented on January 1,2018.Given that thermal power companies are the key targets for pollution control,the implementation of the law will exert a significant impact on the development of these companies.The traditional extensive development model urgently needs to transit to a green development model.This article takes Shanghai Electric Power Co.,Ltd.as the subject of case analysis.Combining Pigou Theory,Porter Hypothesis and Sustainable Development Theory,this paper which is based on Shanghai Electric Power's annual reports,sustainable development reports and related publicly available data of the industry,applies case analysis and comparative research methods to study the cases,which has succeed in green transformation.This article evaluates the company's green transformation effects after environmental tax reform from the aspects of strategic system,business structure,operating performance and environmental performance.And it draws several conclusions: firstly,the green transformation of enterprises is driven by internal and external factors.Secondly,the green development strategies are the foundation of the transformation.Additionally,the transformation must emphasize the entire process of power production as well as the extension and upgrade of the industrial chains.Lastly,with the guarantee of green transformation capacity,various departments of the enterprise cooperate with each other to achieve green development.The study can not only provide reference for the green transformation practice of other thermal power enterprises,but also provide theoretical and practical support for the transformation of energy industry.
