| To a certain extent,the human resource management capability of an enterprise determines whether the country can occupy the commanding height of global energy strategy,and the ability of performance evaluation and performance improvement for R & D personnel in human resources has gradually evolved into the core competence of enterprise competition.Therefore,the design of scientific research personnel performance management system in line with enterprise strategic planning has become the top priority to enhance the core competitiveness of enterprises.Tianneng company is a private listed enterprise that develops and produces power batteries.The overall scale of the company ranks among the top 500 private enterprises in China,the top 500 manufacturing industry and the top 10 battery industry in China.The industrial chain has involved raw materials,core parts,power batteries and other links.It has a National workstation,provincial R & D center and research branch.This paper takes the performance management system of research personnel in new energy research branch of Tianneng Research Institute as the research object.There are several problems in the current performance management system of the Research Institute.One is that the performance evaluation target is not consistent with the strategic goal,which leads to the deviation between the R& D work and the overall development direction;the second is the unreasonable selection of performance indicators and the setting of weight;the third is the integration The lack of effective communication and guidance in the process of performance management.This paper optimizes the design of the research object,decomposes and transforms the strategic objectives into KPI,finds and analyzes the existing problems through questionnaire and data analysis,re determines the evaluation index and weight setting through analytic hierarchy process,and makes up for the missing core content of performance communication and counseling through the optimization of the whole performance management process.The optimization ideas of this paper are mainly reflected in the following three aspects: through the study of advanced theories of performance management at home and abroad,combining with the characteristics of enterprises and the characteristics and difficulties of performance management of scientific research personnel,to reconstruct the performance management system of scientific research personnel;secondly,to explore the performance appraisal system suitable for scientific researchers for Tianneng Research Institute through the optimization of the evaluation system;and to sort out the performance management Finally,scientific and reasonable application of performance appraisal results. |
