Research On Evaluation Of Supervision Effect Of Construction Market Based On Discretion

China’s cities are in a critical period of economic and social transformation.Illegal urban construction ACTS such as starting construction without formalities,carrying out construction without qualification,dismantling or destroying load-bearing structures without authorization in decoration are becoming more and more serious.A large number of illegal urban construction has seriously disrupted the city’s construction market,seriously affected the city’s construction planning,resulting in the waste of urban construction resources.At the same time,the hidden trouble of project quality caused by these illegal ACTS also affects the public safety of the city.China’s administrative law proposes to jointly build a supervision model that meets the needs of socialist construction,strengthen the comprehensive management of illegal urban construction,eliminate illegal urban construction and crack down on illegal urban construction.However,in the supervision work of the construction market,the administrative organs lack sufficient administrative decision-making power,which leads to the mistakes of the administrative organs in law enforcement and decision making,and it is difficult to fundamentally solve the illegal ACTS in the construction market.Therefore,it is of great significance to explore the influence of administrative decision power on construction market supervision.Based on the theories of domestic and foreign relevant research contents,this study qualitatively analyzes the impact of discretion on the final supervision effect,and summarizes the indicators of supervision effect evaluation of the construction market,mainly including supervision efficiency,supervision procedure and supervision ability.Then,data were collected by questionnaire survey,and reliability and validity tests of the questionnaire were conducted by SPSS20.0.On the basis of reliability and validity satisfying the requirements,a bayesian network structure model is constructed to evaluate the supervision effect of construction market based on discretion.The bayesian network model was built with the help of GeNIe2.1 software,and the conclusion of this paper was obtained by the reverse inference of bayesian network.Finally,this study analyzed the case of hanjiang district and believed that the evaluation result was reliable,and put forward the corresponding control measures.Based on the analysis of the effect of discretionary power on the supervision of the construction market,this paper aims to explore the mechanism of the influence of discretionary power on the supervision of the construction market by the administrative departments,and to more effectively clarify the process of the influence of free administrative power on the supervision of the construction market.
