Based on the fact that seafarers’ fatigue is one of the main causes ofmaritime accidents, how to prevent seafarers’ fatigue and improve safetymanagement in shipping industry was researched. It has been found thatother than improving ship’s hardware and facilities to reduce fatigue,adjusting organizational impact on seafarers’ fatigue is also important. Toeffectively solve the problem, it is necessary to build a quantitative modelto define the relationship between organizational factors and seafarers’fatigue.Bayesian Network is used to construct a model describing howorganizational factors affect seafarers’ fatigue. The qualitative relationshipbetween the nodes in the network is defined by existed theories oforganizational behavior, human resource management, psychology andsafety culture research; the quantitative relationship between the nodes iscollected from released reports, experts’ experiences and investigations.Real reports of maritime accidents were substituted into theconstructed model to show the utility of the network and empirical datawas used to testify the calculating results.The main conclusions are: it may be necessary to enhance regulation tosmall shipping companies whose employers are easier to get tired; whenwork is not too stressful, a rise in payment could make someencouragements; a commonly-agreed safety culture with deep enforcementand an effective system of safety management may help alleviating fatigue.As a reference for safety management in shipping companies, the model andcalculating results provide a theoretical base for preventing and reducing seafarers’ fatigue.
