The Study On The Management Of Public Opinion Of Water Transportation Safety Accidents In China

The management of public opinion on water transport safety accidents in China means that in order to establish a good industry image,create a better external environment,and provide better services to people,the public transport department carries out the management activities of network public opinion control using the public opinion guidance and methods for water transport safety incidents in China.In recent years,with the vigorous development of social economy,people have been further enhancing the travel efficiency and service level,gradually establishing a comprehensive three-dimensional transportation model,and increasing the frequency of transportation,but which have also caused the frequent traffic safety events.Meanwhile,the water transportation accidents are endless,the transportation departments are under the great pressure to supervise and manage public opinion on safety accidents.Therefore,it has become a serious and important task to correctly guide and effectively monitor the public opinion hot spots of China's water transportation safety accidents,resolve the public opinion crisis,weaken its negative effect and strengthen its positive energy.However,due to the special geographical environment of water transportation,the wide coverage of water transportation areas,the difficulty of social media to arrive in time,so the ways of news reporting and public opinion management of the water transportation are different from the land transportation.How to better exert the emergency propaganda capacity of the water transportation management department and better control and management of public opinion,which is the focus of this thesis.In this thesis,how to better grasp the laws and characteristics of public opinion,combining with the new media and self-media emerging public opinion environment to study how to improve public opinion guidance ability to effectively control public opinion,and explore the construction of a long-term mechanism for public opinion response and public opinion management.(1)This thesis applies case studies of public opinion management to several major traffic accidents on water in China,such as the Chongqing Wanzhou bus falling into river,the "Eastern Star" passenger ship sinking event,and the "Sangji" and"Changfeng Crystal" ships crash incident.(2)Applying the theoretical foundations of communication and public opinion management,researching the effectiveness and problems of public opinion orientation and public opinion management,and analyzing the impact of the public and netizen,putting forward the reasonable and concrete suggestions for improving the management of news and public opinion on water traffic safety accidents in China.(3)By applying the Shannon-Weaver model and other theoretical models,this thesis analyzes the problems and shortcomings of public opinion management in water transportation safety accidents,explores the influence of public opinion in water transportation on government decision-making,and seeks to improve the Strategies and approaches of the public opinion management on water transportation safety accidents.Based on the emergency case studies of public opinion management,this thesis analyzes the development and the change process of public opinion in emergencies in detail.From the perspective of the actual situation,internal components,and the evolution of public opinion,it explains the laws and general characteristics of the emergence event on water in China while the evolution of public options.Based on the existing news reports and system analysis of public opinion guidance and control,summarized the key aspects of the thesis to draw conclusions.And based on the actual needs of the public opinion management of water safety accidents in China,it is proposed to establish a specialized public opinion management organization and organizational system for water transportation accidents management,improve the level of public release of news information,build the capacity of public opinion research and judgment on water transport safety accidents in China,and provide the strong support and guarantee for the government and decision makers to manage public opinion correctly,scientifically and effectively.
