In recent years,with the rapid economic development of China’s transportation industry,the national and local investment in highway construction is increasing.It is of great significance to study the optimization of expressway investment plan to solve the contradiction between the increasing construction cost and the increasing shortage of funds,and the contradiction between economic,social and environmental costs.It is of practical significance to provide reference for early decision-making,feasibility study evaluation and evaluation of expressway.The evaluation and comparison of the project investment plan is a very complex process,which determines the huge investment and directly affects the use of the expressway after completion.In this paper,the value engineering method is used to evaluate and compare the investment schemes comprehensively and comprehensively,and to seek the optimal investment scheme of construction projects.First of all,taking the two alternative investment schemes in the feasibility study report as the research object,analyzing the characteristics and main differences of the two schemes,selecting the indicators that affect the quality of the investment scheme after screening,constructing a comprehensive evaluation index system for the JH Expressway scheme.Secondly,the expert scoring method,analytic hierarchy process and entropy weight method are used for functional analysis,and the sum of the national economic cost during the construction period and the main national economic cost during the operation period is selected as the life cycle cost.Then,the optimal scheme is selected by the ratio of the function of expressway investment scheme to the corresponding life cycle cost.Finally,the main results and conclusions of this paper and the problems that can be further studied are summarized,and the prospect of Expressway scheme investment decision-making is prospected. |
