Research On The Optimization Of Support Policies For New Energy Vehicle Battery Industry

General secretary Xi Jinping stressed that "the construction of ecological civili-zation is a fundamental plan for the sustainable development of the Chinese nation".With the development of industrialization and urbanization,the automobile industry has been flourishing for a long time.The limitation,pollution and limitation of traditional energy give birth to the development of new energy vehicles.The new energy automobile industry is a strategic emerging industry.As the tuyere industry vigorously promoted by the country in the future,it has effectively promoted the energy conservation and emission reduction of the automobile industry,the improvement of quality and efficiency of the electric power industry,and the reshaping of the international energy pattern.The electric vehicles in new energy vehicles,as the experimental platform of technology and business models such as driverless,Internet of vehicles,new generation sharing economy,further promote the development of new energy vehicles.As the core component of electric vehicle,battery is very important for the safety of electric vehicle.Therefore,as one of the important directions of new technology revolution,battery industry is the key support object of governments of all countries.For this reason,China has issued a series of supporting policies on the new energy vehicle battery industry,which has achieved obvious results,but there are also some problems that need to be improved.Taking Shanghai as an example,this paper systematically analyzes the policies implemented by Shanghai municipal government in recent years to promote the development of new energy vehicle battery industry,summarizes its achievements,and focuses on the analysis of the outstanding problems existing in the relevant supporting policies,there are mainly:single way of policy support,lack of upstream industry policy support,lack of talent policy,inadequate supervision of support funds,etc.On the basis of the experience of western developed countries,this paper puts forward the optimization suggestions for the supporting policies of new energy vehicle battery industry in Shanghai from the aspects of improving the talent system,enriching the supporting means,further optimizing the layout of battery industry,increasing the subsidy of upstream industry,and strengthening the supervision of supporting funds.
