Research On The Market-oriented Management Model Of The Whole Process Of State-owned Investment Projects

China’s economy is in the stage of high-quality development,and will achieve a well-off society in an all-round way in 2020,state-owned investment projects construction market is growing,government investment and financing platform plays an important role.But at the same time,there is the hidden danger of market failure,because of the social service of state-owned investment projects,this kind of products through government regulation or development of market-oriented ways to manage the contradiction is prominent,cannot achieve the allocation of social resources optimization.In the state-owned market,on the one hand,the local government investment and financing platform gradually transformed to the market seller,began to participate in the competition to build state-owned investment projects to improve self-hematopoietic function and solve the financial crisis.On the other hand,the content of state-owned investment projects is becoming more and more diversified,which requires objective construction stage and professional technology,which requires a systematic and integrated whole process market-oriented management model.Scholars at home and abroad have made many contributions to the development of state-owned investment projects and the research of project management system,and have fully discussed the transformation of government investment and financing platform in the domestic construction market,but the research on the market-oriented reform of existing state-owned investment projects is few.In the 1970 s,China mainly carried out market management of state-owned investment projects by introducing competition mechanism,perfecting regulation system and implementing property right reform,but the market is unpredictable,especially with the arrival of the PPP 2.0 era,although many property rights problems have been solved,the importance of performance management has been emphasized,the old market reform approach has been unable to meet the high-quality development stage of state-owned investment project construction needs.In view of this,this paper attempts to construct a market-oriented management theory adapted to the current infrastructure environment,and explores the market-oriented management approach and management effectiveness evaluation system for state-owned investment projects.Based on SWOT theory,this paper analyzes the necessity of government investment and financing platform to market-oriented management of state-owned investment projects,and takes how to improve the market management effect of state-owned investment projects as the main line of the article,adopts literature review method,inductive analysis method and case analysis method to study the market-oriented management of state-owned investment projects.Based on the theory of project management,performance management and cooperation competition as the theory of market-oriented management,this paper analyzes the present situation of state-owned investment project management in China,puts forward the market-oriented reform and performance evaluation framework of state-owned investmentproject market management analysis framework,market-oriented management model analysis.The fuzzy comprehensive evaluation model is constructed by the average linear combination of GAHP and Entropy,and the PPP project of waste incineration power plant in Zigong City is taken as an example to carry out the comprehensive evaluation,which is compared with the actual evaluation results,and the scientific nature of the model is verified,and some suggestions for improvement are put forward for the project.By improving the fuzzy comprehensive evaluation model,this paper eliminates the barriers that subjective factors leading to the distortion of evaluation results,and realizes the simulation of market-oriented management behavior.At the same time,according to the current market system,we propose to innovate the management system on the basis of introducing competition mechanism,focus on HSE management and performance management,analyze the demand of project market-oriented management based on MHN theory,and take measures to eliminate the perceived gap of stakeholders,pay attention to design review,use information intelligence technology and other measures to strengthen market-oriented management.According to the comprehensive evaluation results of market-oriented management performance,it improves the level of market performance,explores the future market demand and management means,and provides theoretical basis and practical reference for the scientific decision-making and market-oriented management of state-owned investment projects by and market-oriented management of state-owned investment projects.
