In recent years,the government’s investment in public facilities and construction has been increasing year by year,whether in schools,hospitals or municipal construction,which has a great impact on the social and economic effects.With the introduction of corresponding policies by cities and regions,contracting has become the main construction mode for non-operating government investment projects in China.The implementation of generation establishment is of great significance to the change of the government’s role in the field of construction engineering,saving cost and reducing the waste of human resources.However,due to the short time of implementation of the substituted establishment model in China,each province and city has its own understanding of substituted establishment,and the related supporting measures and guiding documents are not sound,which leads to various problems of unclear interpretation of policies,lack of laws and confusion of personnel management in the implementation of substituted establishment projects.Therefore,based on the current situation of China’s substitution establishment,finding out the factors affecting the success of substitution establishment projects and evaluating them become an important issue that needs to be solved urgently.The research on the application of the substitute establishment model has good significance.In this paper,we firstly summarize the success factors related to the substitute establishment of non-operating projects by literature analysis method,and use the exploratory factor analysis method and SPSS statistical analysis software to construct the index system of success factors of substitute establishment management mode of non-operating government investment projects,and finally determine 17 success factors,which are categorized into substitute establishment management factors,government policy factors,internal process factors,and factors of participating construction units Four aspects were identified.Secondly,the evaluation model of the success factors of the proxy construction of non-operating projects was constructed by hierarchical analysis and fuzzy evaluation method,and the success factors of the Shaanxi Archaeological Museum project were evaluated by this model as an example,and the evaluation results were obtained.At the same time,based on the evaluation results,the causes of the problems of the substitution model in the project management of Shaanxi Archaeological Museum were analyzed mainly from two aspects:government policy factors and factors of participating units.Finally,suggestions are made for solving the existing problems of proxy establishment,which are based on optimizing the proxy unit and improving government policies,and supplemented by other proxy management improvements and internal process alterations to help improve the proxy establishment model for non-operating government investment projects and provide some help to solve the difficulties of proxy establishment management for each project. |
