Research On Subcontracting Safety Management Optimization Of Jinan Z Substation Project

Safety is an important guarantee for substation construction,which is related to the safe and stable operation of power grid.With the rapid development of power grid construction,substation plays an increasingly important role in power transmission and distribution.Due to the large scale and long period of substation project construction,the construction risk and labor intensity are often higher than the general project.Due to the complex process,the rapid change of personnel flow,the impact of environmental conditions and other factors,the subcontract safety management has put forward higher requirements.In order to effectively prevent the occurrence of safety accidents in the construction process,it is particularly important to strengthen the subcontract safety management of substation project construction.At present,the phenomenon of subcontracting in the substation construction has not been completely eliminated,and it is urgent to further improve and strengthen the quantitative assessment of subcontracting safety violations,subcontracting safety manpower organization,and on-site implementation of safety measures.Combined with the actual substation project,more targeted means and methods should be adopted to improve the safety management level of subcontracting and guarantee the safety and good situation of the whole process of substation construction.Taking the subcontracting safety management of jinan Z substation project as an example,this paper proposes the train of thought,countermeasures and measures to strengthen the subcontracting safety management of jinan Z substation from three dimensions of system level,manpower level and execution level,and verifies the effect.In terms of specific contents,chapter 1 of this paper mainly explains the background and significance of subcontracting safety management,summarizes the domestic and foreign research status of subcontracting safety management in the three aspects of system,manpower and execution,and introduces the research methods and innovation points used in this paper.Chapter 2 introduces the concept,essence and characteristics of safety management,as well as the application principles and methods related to safety management.Chapter 3 analyzes the status quo and existing problems of subcontracting safety management in system,manpower and execution of jinan Z substation project.Chapter 4 puts forward the general idea of subcontracting safety management of jinan Zsubstation project,and makes countermeasures to strengthen the construction of subcontracting safety management system,manpower organization and on-site implementation.Chapter 5 implements and verifies the subcontracting safety management measures,focusing on strengthening the subcontracting safety risk management and control at the institutional level,intensifying the on-the-spot enforcement of rules and regulations,improving the subcontractor's selection and use procedures at the human level,and strengthening the on-site safety control and control at the execution level by using the working group method,and verifying the implementation effect.Chapter 6 is the conclusion and prospect.It is hoped that through the research on subcontracting safety management of jinan Z substation project,it can provide reference for subcontracting safety management of other substation projects and subcontracting safety management of electric power industry projects.
