Study On The Development Model And Planning Strategy Of The Characteristic Town Of Xi'an Caotang

At present,with the development of urbanization in China entering a new stage,the long-term "growth doctrine" development model has been unsustainable.The symbolic threshold such as resource bottleneck,ecological bottleneck and labor bottleneck has begun to promote the transformation and development of cities and towns.Utility-based growth will replace cost-based growth as the main form of urbanization.As a typical utility-oriented development model,characteristic towns are an important measure to solve the unsustainable problem of traditional urban development model in China,and will become a new engine of urban transformation and development and a new carrier of reform and innovation.As an important engine of development in Shaanxi Province,Xi'an plans to focus on the construction of 10 types of characteristic towns,such as information economy,advanced manufacturing,aerospace,scientific and technological innovation,financial funds and tourism culture.Xi'an Caotang Town,relying on its own advantages,will become the focus of cultivation in the next stage of the construction of small towns with Xi'an characteristics.By referring to the typical cases of small towns at home and abroad and conducting field research on the "small town" of Xi'an Caotang,this paper evaluates the development status of the "small town" base of Xi'an Caotang,and puts forward the development model and planning strategy suitable for the small town of Xi'an Caotang,which will have certain guiding significance for the development of the small town with Xi'an Caotang characteristics.Firstly,this study clearly defines the relevant concepts of characteristic towns,introduces relevant basic theories,combs and evaluates the research progress of Characteristic Towns at home and abroad.By drawing on the successful experience of typical characteristic towns at home and abroad,this paper analyses the development modes of typical characteristic towns from the aspects of industrial development mode,spatial organization mode and development and operation mode,and expounds the advantages and disadvantages of different development modes after horizontal comparison.Secondly,based on the review of the development trend of characteristic towns,combing the current situation of Caotang "small town" base,establishing the evaluation index system of current situation conditions of Caotang "small town" base in Xi'an,using analytic hierarchy process and expert scoring method to determine the weight of each index,using hierarchical evaluation method to quantify the evaluation index,using SOWT analysis model from the perspective of development environment and its own conditions.Construct the basic analysis framework for the development of characteristic towns,and study and judge the development basis from the perspective of advantages,disadvantages,opportunities and threats.Finally,according to the development foundation of "small town" in Xi'an Caotang,the dynamic mechanism of the development of characteristic towns is analyzed from the perspective of productivity gradient force,industrial chain power and industrial integration power.Based on the leading mode of tertiary industry,the small towns with Caotang characteristics in Xi'an construct the industrial development mode of "scientific and technological innovation + characteristic agriculture + cultural tourism";based on the mode of "dependence and symbiosis",construct the spatial organization mode of "four zones integration";relying on the mode of government-enterprise cooperation,construct the mode of government-school-enterprise cooperation.Through the construction of the development model of the characteristic town of Xi'an Caotang,this paper puts forward the planning strategy of the characteristic town of Xi'an Caotang,which is highly matched with the development target orientation,from six aspects: industrial integration and development,space characteristic construction,historical and cultural heritage,ecological environment protection,infrastructure supporting,development and operation management.
