Exploring The Key Technologies Of Ecological Expansion Of Regulatory Detailed Planning

In 2019,the central government issued relevant documents and notices clearly to establish China's territorial spatial planning system and supervise the implementation of it.Comprehensively carry out territorial spatial planning,marking the basic formation of the top-level design of China's territorial spatial planning,improving the strategic,scientific and coordinated planning.The operability is an important principle for the preparation work at all levels.However,in the past 40 years of exploration and development,rugulatory detailed planning at the detailed planning level has revealed many problems and limitations,such as insufficient effective connection and transmission of higher-level planning,lack of global spatial resource coverage and overall management,lack of ecological dimensions of regulation indicators and plans,etc.Especially the control regulations from the source of the Soviet model to the introduction of the European and American regionalization technology led to a disconnect between the preparation and implementation.Combining with the reform goals and ideas of the territorial spatial planning system,as an important basis for micro-implementation,the regulatory detailed planning needs to seize the opportunities of the times and consider the national conditions to innovate urgently,especially the expansion of ecological control content and technological exploration.This study bases on the reform goals of territorial spatial planning and the defects of control regulations,and proposes a control system and key technologies for ecological expansion of regulatory detailed planning.Based on the traceback of the development of China's control regulations and the comparative analysis of the same level of planning as foreign control regulations,it summarizes the ecological management and control defects of China's control regulations and related supporting technical shortcomings,and clarifies the technical direction of China's ecological expansion of regulatory detailed planning;At the micro level,an ecologically expanded control structure is constructed by means of zoning and general management,full coverage,and classification and stratification,and then the “eco-construction” compatibility analysis method and non-compatibility conflict adjustment are proposed for the technical shortcomings of specific regulatory detailed planning.Rules,ecological expansion control index system integration and optimization methods,and ecological applicability plan compilation strategies,from top to bottom to expand the methods and technical contents of ecological expansion of regulatory detailed planning.Taking Mentougou District in Beijing as an example,based on the initial ecological control zoning divided by the comprehensive ecological security pattern,the path of ecological expansion of regulatory detailed planning is explored.
