Researches On The Design And Implementation Strategies Of Regulatory Detailed Plans In Liuyang Ecological Industrial Parks

In the development and constructionprocesses of the ecological industrial parks in China’s central and western regions,because of the limitations of construction capital and planning concept,the use efficiency of lands and resources is relatively low,the ecological environment moves towards deterioration,and the ecological industrial parks have become a development trend.The ecological industrial parks can make rational use of resources and ensure the sustainability of ecological environment while keeping rapid economic development.However,because of the limited current planning system,the development of the ecological industrial parks has been limited.The regulatory detailed plans,as the important basis of planning management,show some problems,such as incomplete control elements and inadequate elasticity,which makes it difficult to guide the development of the ecological industrial parks in a comprehensive and scientific way.Based on the studies on the regulatory planning system of the current ecological industrial parks,together with the personal participation in the regulatory planning examples in Liuyang economic and technological development zone,this paper conducts a deep analysis in control elements,regulatory planning assessment and regulatory planning implementation,and proposes the regulatory planning design pattern of vertical stratification.Meanwhile,combining the personal working practice,the author also puts forward some improvement suggestions in index system,planning assessment and dynamic management.First,this paper theoretically generalizes the design and index system of our country’s current regulatory detailed plans,conducts a systematical analysis of the construction concept and practice of ecological industrial parks,and concludes the problems and deficiencies in the development process.Then,based on these problems,starting from the planning system establishment and index system,this paper divides ecological industrial parks into the two grades of district and street,divides regulatory plans into six aspects,scientifically builds 39 indices and comprehensively assesses the performance of regulatory plans,and analyzed the regulatory plans of the Keli area of Liuyang economic and technological development zone via practical cases.Finally,with personal working practice,this paper makes a conclusion in the implementation strategies of regulatory plans in ecological industrial parks,proposes reasonable suggestions in the regulatory plans and management in order to give the regulatory plans a full play and reflect the nature of public policies,and facilitates the comprehensive and scientific development of the ecological industrial parks.
