The Regulatory Plan Of China (Shaanxi) Pilot Free Trade Zone Yangling Area

The free trade zone is an important institutional space to realize the advantage of external economic agglomeration under the condition of high openness.As a means of comprehensively deepening reform and opening up,The free trade zone has far-reaching significance in accelerating the establishment of a new national system.As an important base to implement the construction of "One Belt And One Road",The free trade zone in Shaanxi province is unique and innovative in the planning,construction and implementation of the free trade zone.This paper studies and summarizes the theory and practical experience of the controlled detailed planning of the Yang Ling area of Shaanxi free trade zone and puts forward the compilation model of the controlled detailed planning of the free trade zone.First of all,this article combed the status quo of the construction of Yang Ling free trade zone,clarify the function of free trade zone existing land in Yang Ling,space form,facilities quality problems in three aspects,and further analyzes the Yang Ling fta controlling detailed planning frame facing nature and change frequently,rigid and elastic demand and ultimate blueprint and process planning three major contradictions.Secondly,this paper makes a specific analysis of the problems from the following seven aspects: the dominant type of space,the definition of land use,the intensity of index control,the intensity of feature control,the means of supporting facilities and the requirements of control mode,and sorts out the influencing factors of the detailed control planning of Yang Ling free trade zone.Again,in view of the traditional controlling detailed planning mode and Yang Ling inadaptability between the cafta construction,put forward the "plane + stereo mix" the mixed mode of combining clear each type of land mix proportion,mixing type and mixed requirements,through land mix,enhance the land use degree of composite and utilization.The final paper will be the main content of mixed mode into the free trade area land in Yang Ling regulatory detailed planning system,and compatibility,plot ratio,the rate for land,building height,urban construction backward and four lines,the content is put forward a new control requirements and methods,mix land use control,double volume rate,content of the style guide into the six categories of the traditional controlling detailed planning,formed the new control content,through the "double drawings + a guideline" in the form of free trade area of construction control in Yang Ling.Through the compilation practice of the controlled detailed plan of the Yang Ling free trade zone,this paper aims to establish a controlled detailed plan control system suitable for the development of the free trade zone,and then realize the guiding role of the controlled detailed plan for the construction and development of the free trade zone.
