With the change of world economic pattern and international political situation, economic globalization presents new development characteristics. In this context, the international free trade zone continues to carry out institutional innovation, following the trend of the world economy, and the free trade zone has become China's national strategy, which is a new platform to enhance the position of China's industrial chain in the global value chain and open to the outside world. After combing the related literature of free trade zone,it is found that the current domestic research on free trade zone mainly focuses on system innovation, economic and industrial development and other fields, and there is less research on the relationship between free trade area and urban development. This paper adopts the research methods of literature research, inductive analysis, comprehensive analysis, and the combination of theory and empirical research.First of all, based on combing the development of international free trade zone and the spatial layout characteristics of domestic free trade zone, the paper constructs the relationship between free trade zone and the spatial development of the city and the relevance of symbiosis theory. Then, the paper introduces the symbiosis theory, takes the spatial relationship as the starting point, studies the spatial development mode of free trade zone and its city from the spatial structure, spatial form and functional layout, and verifies the spatial development relationship between free trade zone and its city through domestic and foreign empirical cases. Finally, combined with the symbiosis theory, the paper discusses the theoretical rationality of the symbiosis development of free trade zone and its city, the advantages and disadvantages of the symbiosis relationship in the actual development, and the elements of future planning to promote the symbiosis development of the two spaces,so as to provide exploratory research for the symbiosis development of free trade zone and its city. And the paper draws the following conclusions:First, the international free trade zone mainly experienced four stages of development: entrepot trade, the combination of entrepot trade with foreign trade, export processing zone and integrated development of park, and gradually integrated its functions in the process of continuous development.Secondly, the cities where China's free trade zone is located are advancing from the southeast coastal city to the inland city, forming a network-like spatial layout from point to line to area, covering the major cities along the “Belt and Road” and “Yangtze River Economic Belt”.In addition, the city where the free trade zone is located is mainly the central city within the metropolitan area, and it is expanding to the cities on the outer development axis layer by layer.Third, the free trade zone is either close to the urban area,or directly scattered in the city, near the urban transportation hub,and is located on the aorta of regional development. There are two kinds of spatial structures in the free trade zone: "one zone, one park" and "one zone, many parks",and the internal functions of the free trade zone are rich.Fourth,it is necessary for free trade zone and its urban space to develop in a symbiotic way. However, due to the lack of symbiotic unit itself and the unreasonable symbiotic environment, there are also problems hindering their symbiotic development. Therefore,in future planning, comprehensive consideration should be given to influencing factors such as spatial structure, functional layout, transportation, and natural environment, and multi-level linkage to promote the symbiotic development of free trade zones and the urban space in which they are located.
