Public parking is an important part of the urban transportation system,and its rationality of layout will directly affect the level of urban transportation services.The unreasonable layout of the public parking lot will not only bring about the difficulty of parking in the city,but also generate excess carbon emissions.This paper takes the public parking lot as the research object,and takes Xi’an Mingcheng District as the research scope.Based on the analysis of the interaction between urban and rural public parking lots and urban planning,urban transportation planning and traffic carbon emission,it is based on the analysis of the interaction between domestic and foreign experts and scholars.The actual situation of urban traffic in China,from the perspective of low carbon,studied the layout method of public parking lot in Xi’an Mingcheng District,and provided theoretical guidance and practical basis for low carbon parking planning and construction and low carbon transportation construction in Xi’an Mingcheng District.Firstly,this paper summarizes and combs the relevant theories and practices of low-carbon cities and low-carbon transportation,and studies the theory of facility location.Based on this,the paper explains the low-carbon perspectives in the article and summarizes them.The characteristics of the public parking lot layout under the low carbon perspective.Secondly,it analyzes and studies the current situation and problems of public parking lot layout in Mingcheng District.Through the study of the social and economic level,land use intensity,road traffic level and the policies and norms related to the layout of the parking lot in Mingcheng District,the practical basis of the layout of public parking lots in Mingcheng District was understood;through the public parking lot in Xi’an Mingcheng District Conducted a census to sort out the current situation of the public parking lot in Xi’an Mingcheng District;passed the in-depth investigation of two typical representative public parking lots,and from the three aspects of parking space turnover rate,parking lot utilization rate and parking concentration index The use efficiency of public parking lots and rest days in Mingcheng District was analyzed,and the use of public parking lots in Mingcheng District was obtained.The analysis of the layout,accessibility and resource allocation of public parking lots in Mingcheng District was made clear.There are problems with the layout of the public parking lot.Thirdly,the method of public parking lot layout under low carbon perspective is proposed.Under the premise of low carbon,from the city’s social and economic level,land use and development intensity,urban transportation system,urban transportation development strategy,urban cultural tourism activities,vehicle ownership,parking characteristics of parking lots,and parking lot layout In several aspects,the factors affecting urban parking demand and layout are studied.In addition,the existing different parking lot location planning models are compared and analyzed.Due to the limitations of the existing models,this paper optimizes and deepens based on the location allocation model,and builds a low-carbon urban public parking lot layout model.Firstly,the concept of parking lot attraction point is proposed,and the identification method of parking attraction point is constructed.Secondly,the location allocation model is optimized.ARCGIS 10.2 is used as a platform to combine the parking attraction point and the location allocation model.The location allocation model is scientific in the location of public parking lots;finally,the calculation results of the optimized location allocation model are corrected from two aspects: public transportation priority and layout mode.Subsequently,this paper applies the above method to Mingcheng District,and plans the layout of the public parking lot in Mingcheng District.Firstly,the parking attraction points in Mingcheng District were identified,and the parking demand distribution in Mingcheng District was analyzed.Subsequently,the optimized location allocation model was used to plan the public parking lot layout in Mingcheng District.Finally,the above planning results were taken from the bus priority.The two aspects of the layout and layout were revised,and the layout plan of the public parking lot in Mingcheng District was obtained from the perspective of low carbon.At the end of the article,the author points out the innovations and shortcomings of this article.
