Constant advancements in railway innovations and technologies make railway infrastructure managers create new ways of managing railroad infrastructure, modernizing functional activities, ensuring safety of ever demanding customers, and security of ridership. In many cases they are faced the dilemma of working through the many possible alternatives when it comes to decision making.Due to high cost of investment projects, the measures of decision support system on expenditures for railway infrastructure need to be carefully analyzed in terms of economic efficiency. In this study, emphasis is given on application of many theories and analysis for Uzbekistan railway system. As one of the research objectives, maintenance and renewal strategies of existing track infrastructure shall be considered from the point of view of infrastructure managers. The concept and framework of LCC analysis will be discussed with broad understanding of regulations and determining the steps that are needed to be taken for better formulation of project alternatives and analyzing whole life costs that can be incurred through the life span of any project. In addition, benefits and possible challenges of LCCA application will be discussed.Through the studies, different causes of track deterioration, wear and stresses, life span of rail and other track components shall be examined.Insights on the reports of the international organizations and institutions will be given for better visualization of current situation of Uzbekistan railway systems and guidelines for LCC analysis. As for the management, the decision supports system and cost modeling strategies based on experimental case studies are presented.
