Research On Marketization Reform Of Traffic Engineering Testing Service

Testing services are an important part of the modern high-tech service industry.Traffic engineering testing services not only play an important role in the government’s efforts to strengthen the quality and safety management of traffic engineering and safeguard the quality and safety of the masses,but also provide important technical support for the progress of the transportation industry and social and economic development.The traffic engineering testing organization not only provides technical support for government agencies,but also conducts business operations.However,there are generally problems such as indiscriminate political affairs,inseparability of government and enterprise,indiscriminate affairs,and unclear positioning.From the perspective of development level,the development of testing institutions in China is lagging behind,the transportation industry system is in urgent need of reform and the local government is in urgent need of transforming its own functions to solve a series of problems.The outstanding performance is the lack of unified planning,the rigid institutional mechanism,the disorderly layout structure,the small scale of inspection,and the repeated construction.Prominent,the industry monopoly is serious,resulting in low mutual recognition of results,less service brands,low degree of internationalization,and serious lack of competitiveness.With the rapid development of the economy and society,the demand for traffic engineering inspection services is growing.How to further deepen the marketization reform is an important issue facing the traffic engineering inspection industry.Through the domestic and foreign relevant theoretical research and practice exploration to comb,the thesis uses the research methods combining literature research method,experience summarization method and case study method,and uses the theory of public service marketization reform to comprehensively analyze thetraffic engineering testing service.The current situation of market-oriented reform,drawing on the experience of market-based reform of public services at home and abroad,based on this,in-depth study of the market-oriented reform of the traffic quality supervision station in Jiaxing City,Zhejiang Province,and learning from the experience of market-based reform of public services at home and abroad,Jiaxing,Zhejiang Province The two aspects of the marketization reform of the Municipal Traffic Engineering Quality Supervision Station put forward relevant countermeasures and suggestions,namely,improve the law enforcement and law enforcement guarantee system,speed up the separation of government and enterprise and separation of inspection and management,strengthen the supervision and management level of quality supervision stations,promoting the use of the Internet in three aspects.Through research,the paper draws three inspirations: one is to encourage competition and make up for government defects;the second is to promote regulation and standardize market defects;the third is to operate within the government.The government needs to continue its efforts in these three areas to better supervise and serve the market-oriented reform of traffic engineering testing services and promote the healthy development of the traffic engineering testing industry.
