| Higher requirements for the competency of engineering science and technology talents in China have been put forward with the initiative of "The Belt and Road".During the process of training,as for three main training subjects of engineering science and technology talents training in China,universities,enterprises and social institutions have presented the following deficiency such as the simplification of training mode,the hysteresis of idea which lags the development of society and enterprise,the insufficiency of continuing engineering education,the lack of enterprise certification standard,all of which result that the competency of engineering science and technology talents can’t reach the employment criteria of a multinational company,so that can’t adapt to the needs of economic globalization.With the deepening of "The Belt and Road " construction,improving the competency of engineering science and technology talents has become an issue to be solved in China’s higher engineering education.Based on the theory of competency theory,this study combines with literature research method,expert interview method,questionnaire survey method,case method and quantitative statistical analysis to systematically analyze the requirements and characteristics of engineering science and technology talents under the background of “The Belt and Road”.Meanwhile,this paper analyzes the elements of its competence,work out the competency model of engineering science and technology talents under the background of “The Belt and Road”.In the light of the questionnaire survey of engineering and technology personnel and experts of many enterprises in the main industries in “The Belt and Road” construction,analyzes the mechanism of competency improvement as well,this paper objectively analyzes the actual situation of the competency of engineering and technology talent in the construction of “The Belt and Road”,and accordingly proposes corresponding measures for improving competency and policy safeguard.Through constructed the competency model of engineering science and technology talents under the background of “The Belt and Road”,and proposed the competency improvement path of engineering science and technology talents on this basis,in order to improve the competency and international competitiveness of China’s engineering science and technology talents in the construction of “The Belt and Road”.By empirical analysis,this study constructs the competency model of engineering science and technology talents under the background of “The Belt and Road”,including 26 indicators from three dimensions: Trait competence,Professional competence,and International competence.According to the growth law of engineering science and technology talents,this study believes that the competency formation of engineering science and technology talents,under the background of “The Belt and Road”,is a systematic and cross-border process,which is formed by the dynamic combination of collaborative cultivation of universities,industries and social training institutions.Based on empirical study of the industry and enterprise questionnaire survey and combined with the construction of competency model of engineering science and technology talents,this study believes that there are many problems in improving the competency of engineering science and technology talents under the background of “The Belt and Road”.Universities are restricted by inaccurate orientation of talent training,inadequate engineering practice and insufficient international training.Industries are affected by professional standard,development of training objectives,implementation of continuing engineering education,etc.Social institutions are hindered by unsound industry management system,non-uniform training standard,unsystematic quality evaluation,etc.Competency improvement should have the efforts of universities,industries and social institutions,based on the analysis of current situation and problems of engineering science and technology talents’ training under the background of “The Belt and Road”.Universities should set reasonable objectives of talent training and scientific disciplines,and jointly build engineering practice centers to deepen school-enterprise collaborative training,then comprehensively promote "inter-school collaboration" and deepen international cooperation in running schools.Industries should establish standards for intra-industry training and improve the personnel training system.They also should strengthen the construction of corporate culture,and accelerate the localization of human resources.Social institutions should formulate standards and standardize industry management.They also should improve quality assessment and strengthen the construction of curriculum resources and teaching staff. |
