With the rapid development of social economy,the demand for electric power is constantly increasing,while the demand for electric power is increasing,which provides a broad market space for electric power engineering construction.Some projects such as expansion,reconstruction and new construction are increasing day by day.As a power engineering construction unit,facing this opportunity,it needs to carry out technological innovation and management strengthening to create high-quality classic projects,lay a foundation for the realization of enterprise branding strategy,and provide support for sustainable development and improvement of core competitiveness.Therefore,electric power engineering construction enterprises need to actively participate in the evaluation of high-quality electric power projects,and take the relevant requirements and indicators of the evaluation of high-quality electric power projects as the management standard to improve the engineering quality and enterprise reputation.In this study,taking the construction and application of the pre-evaluation model of high-quality substation project as the direction,the evaluation index system of high-quality substation project is established,and the evaluation is carried out for the Luhe substation project,and the evaluation results are obtained,so as to provide support for its participation in the evaluation of China's high-quality electric power project,make its improvement insufficient,strive for "optimal",and thus enhance the comprehensive benefits of the project.In the process of carrying out the specific research work,the methods of literature review,expert evaluation,questionnaire survey,factor analysis and comprehensive evaluation are mainly used to obtain research data and process relevant data.There are two key problems to be solved.First,how to ensure the rationality of the evaluation index of substation quality engineering.Second,how to ensure objective and accurate evaluation.Through literature review,relevant information on substation engineering construction was obtained,and the existing evaluation criteria and evaluation system were interpreted,and then optimized toform a new embodiment of high-quality engineering evaluation index.Next,the analytic hierarchy process is used to calculate the weight of the evaluation index,and the grey correlation degree method is used to determine the evaluation grade and interval,so as to complete the evaluation work and draw specific conclusions.At the same time,according to the criteria and requirements of China Southern Power Grid Corporation and China Electric Power Quality Project Evaluation,we have a detailed understanding of the actual situation of Luhe Substation Project,including some ways and methods of engineering excellence creation,which can be used as a reference for similar engineering excellence creation work.The conclusions are as follows:First,the construction of high-quality project pre evaluation index system,mainly involving technical and economic indicators,electrical installation,construction process quality control,project construction management,testing data,production and operation,a total of 25 evaluation indicators.Second,index weight setting,mainly using AHP method,is divided into target layer,criterion layer and index layer.The specific pre evaluation process is to use the gray correlation method to evaluate the project.From the perspective of the importance of indicators,the technical and economic indicators,the installation of electrical general parts,and the project quality acceptance evaluation records are the key to the project excellence.Third,through the pre evaluation,Lvhe substation project is qualified and can participate in the evaluation of China power quality project,with a confidence level of 0.7715,a level of IV and a comprehensive score of 4.135.Fourth,the construction of high-quality substation project needs to be reflected in each link,and the targeted setting of the index system,which should not only reflect the comprehensiveness but also be feasible,and different evaluation emphasis will lead to different index system.At the same time,through this study,we have an in-depth understanding of the entire process and application skills of the establishment of the substation quality engineering evaluation index system,and have a good grasp of the evaluationcriteria for each index.For a profound interpretation of the evaluation methods,we can carry out relevant work on this basis in the follow-up work,guide practice and continuously improve.In addition,it is necessary to strengthen the in-depth research of relevant parties,especially in the aspects of risk control and evaluation dynamics in substation engineering construction.It is necessary to continuously expand and improve the existing evaluation model to make it have dynamic characteristics,so as to reflect the unity between evaluation results and reality.
