In modern society, quality problems have become more and more important strategic issues. Power engineering project is a systematic project with large quantity and wide area,and its quality directly affects the development of national economic construction. The engineering quality and construction safety, cost cost, environment, construction and sustainable development optimization objectives together constitute the project, so the quality is one of the key factors to decide the smooth completion of the project. It also determines the project quality management is the focus of project management. Especially for power transmission and transformation engineering, engineering quality problems will affect project put into operation after operation of the economy, reliability and safety. Among them, safety includes not only the safe operation of power grid of major equipment, including personal safety personnel in all aspects of power grid operation operation. Thus, project quality management research for power transmission and transformation engineering provides not only a powerful theoretical support itself is in the field of practice has important significance.Through a lot of related literature at home and abroad, on the basis of the domestic and foreign research status of electric power engineering quality management and evaluation of the analysis, and on this basis this paper expounds the five main factors affecting the quality of engineering, has been clear about the project quality, project quality management and the concept of total quality management, then introduces the substation project, substation project quality management and the content of the substation project quality management, PDCA method etc. Expounds the project comprehensive evaluation methods, including evaluation method, the efficacy coefficient method, principal component analysis, factor analysis, gray comprehensive evaluation method, neural network evaluation method and the combination of the above methods. In combination with the practical characteristics of the Mengxi 220 kV substation project, put forward using the analytic hierarchy process(AHP) + fuzzy comprehensive evaluation method, and introduces in detail the principle of two methods respectively and evaluation procedure. A brief introduction to the Mengxi 220 kV substation project summary, including stake industrial park of power load forecasting, of the Mengxi 220 kV substation project construction necessity, construction scheme of power supply,transformer substation construction scale and construction difficulty. In combination with the practical situation of the Mengxi 220 kV substation project stake, analysis of the people,machine, material, method and environment and so on five factors influencing of the Mengxi220 kV substation project. According to the characteristics of the Mengxi 220 kV substation project and principles of establishing evaluation index system of substation engineering quality, build the Mengxi 220 kV substation project quality evaluation index system. The evaluation index system contains six secondary indexes, 21 tertiary indicators. According to the quality analysis of the Mengxi 220 kV substation project for many times, the stake quality evaluation grade the Mengxi 220 kV substation project is divided into five grades and to determine the membership function. Each index weight using the analytic hierarchy process(ahp) to determine, based on the fuzzy comprehensive evaluation method of selecting the Mengxi 220 kV substation project quality management to carry on the comprehensive evaluation, the evaluation results is good, reflects the substation project quality factors obtained the very good control, good expectations have been achieved in the quality management, to ensure the Mengxi 220 kV substation project quality. Finally proposed the the Mengxi 220 kV substation project quality management improvement measures.
