Urban central heating is an important public utility for people's livelihood service in northern areas in winter.Dalian municipal central heating industry following thenat ional heating industry reform pace,actively explore the heating management service m ode,but after economic transition,the market-oriented reform,the heating industry for many years in extensive services management,along with the rapid development of s ocial economy,people have higher demand to material culture,the existing heating ser vice cannot meet the demand of the masses,to promote the call for heating service q uality is higher and higher.In order to better provide high-quality services for the soc iety and market,government departments need to study how to improve service qualit y scientifically,establish scientific and practical heating service system,and ensure the healthy and sustainable development of urban central heatingindustry.The main research work of this paper is as follows:(1)investigate and analyze the service status of dalian central heating industry.C ombined with the industry characteristics,questionnaire and statistical analysis are adop ted to understand the overall satisfaction of hot users on the service of central heating industry and Suggestions on improving service quality.Through the statisticalanalysis of the feedback of public opinion demand channels,the restrictive problemsencountere d in the management and service process of central heating industry are understood an d mastered.Through theoretical research and work practice,combinedwith questionnair e and telephone interview to understand the service satisfaction situation,analyze the various correlations between heating service and users,comprehensively consider the te mperature standard,maintenance level,service standards and other aspects,and study t he causes of the factors affecting users' perception of service problems under the exist ing management system.(2)design optimization scheme and feasibility study for service improvement of d alian central heating industry.Integrated use of total quality management theory,high reliability,organization theory,and the theory of government regulation and regulation theory of public management,sociology,etc,improve heating service at home and ab road for reference,the case,the design of dalian city central heating industryservice promotion optimization scheme-that is,using information management platform,the se rvice,scientific management,to establish heating service quality improvement evaluatio n scheme,and carries on the feasibility.(3)countermeasures and Suggestions for service improvement of dalian central he ating industry.Revision service standard,standard temperature heating industry such as laws and regulations,perfect the policy environment,establish supervision optimizatio n of access mechanism,establish heating regulation platform,realize the management s ervice connectivity,establish and implement to the masses' satisfaction assessment heat ing service quality evaluation system,for the government service qualityimprovement t o provide the reference for central heating industry.
