Architectural heritage,as a historical carrier and an important witness of the nation,is appearing as a “cultural resource” in various fields such as politics,economy,and culture,becoming an indispensable part of economic construction and future urban development.In China,the awareness and ability of architectural heritage protection has entered a new stage with the improvement of the national comprehensive strength.Modern protection concepts are in line with international standards,and more attention is paid to the relationship between heritage protection and social development.However,in the actual protection work,there are still two levels of heritage protection.The Protected Historic Sites at all levels have been carefully “cared” because of their outstanding value,while many other general architectural heritages have no supervision and face the threat of destruction and demolition.In the critical period when China is vigorously building a strong socialist cultural country,it is of great significance to improve China’s architectural heritage protection system and highlight the cultural connotation of heritage.The architectural heritage registration protection system has been adopted by many countries as a flexible cultural protection system,and has achieved good results.It is necessary for us to learn from the advanced theories and experiences of other countries,and combine with the actual situation in China to solve the existing problems of heritage protection and improve the architectural heritage protection system.Based on this,the registration system of the United Kingdom and Japan is selected as the research object,and a comparative analysis method is used to conduct a research on the protection system of architectural heritage registration from a comparative perspective.First of all,starting from the development process of the registration system in the United Kingdom and Japan,and exploring different countries,then,a comparative study of the architectural heritage registration system is conducted,from the perspective of heritage division,legal protection and supervision and management institutions.The paper compare and analyze the similarities and differences based on their respective characteristics.Then,through the discussion of the protection management of the registered buildings in the United Kingdom and Japan,the characteristics of the selection of protection objects,the flow of the registration procedures and the protection control are analyzed.Finally,on the basis of summarizing the characteristics of China’s architectural heritage protection system,a comprehensive comparative analysis with the United Kingdom and Japan reveals that China needs to be improved at present,and combines the advantages and disadvantages of the United Kingdom and Japan’s heritage registration system to discuss which experiences are applicable to China.In the end,by integrating the above research,the research ideas and corresponding suggestions are proposed from three aspects: perfecting the legal system related to architectural heritage;integrating management functions and strengthening public participation;and professionalizing and standardizing architectural heritage management procedures. |
