In 2017,the Ministry of Housing and Construction issued the latest edition of "Ten New Technologies in Construction Industry".In addition to updating the traditional construction technology,it also upgraded and updated the technology in the key areas of "13th Five-Year Plan" such as green building,industrialization,informatization and disaster prevention.This policy document has become a landmark brand guiding the progress of construction industry and a touchstone for testing the innovation and development ability of construction enterprises.Based on the promulgation of the latest edition of "Ten New Technologies in Construction Industry" and the project "Making Support Policies for the Application of New Technologies in Construction Field" led by Wuhan Urban Construction Commission,understanding the actual application of "Ten New Technologies in Construction Industry" in Wuhan,analyzing of the obstacles and demands of popularizing and applying new technologies in Wuhan’s construction field,it provides a theoretical basis for the Wuhan government to formulate a support policy for the promotion and application of new technologies in accordance with the actual development of Wuhan’s construction field,so as to speed up the reform of ecological civilization system and make contributions to the construction of ecological Wuhan.Firstly,this paper introduces the development history of "Ten New Technologies in Construction Industry",and studies and analyses the application status of new technologies in Wuhan’s construction field in the form of combining questionnaire with key interview.It also collates and analyses the existing policy information related to new technologies in construction field and the demands of main participants in construction projects for new technology promotion policies.Secondly,on the basis of the related theories of system dynamics,the simulation and prediction model of new technology promotion policy in construction field based on system dynamics is established according to the basic steps including the determination of system boundary,the determination of system influencing factors,the drawing of causality diagram,the drawing of stock flow diagram,the definition of system variables,the setting of system variable equation and so on.Then,the structural suitability and behavioral suitability of the model are tested.Taking the construction field of Wuhan as an example,from the view of single policy simulation and combination policy simulation,this paper simulates the changes of the adoption behavior of new technologies by three main stakeholders caused by the changes of government policies in four aspects: project award winning,incentive policy,promotion policy and standard perfection degree.Finally,on the basis of simulation analysis conclusions,effective policy suggestions are put forward for the promotion of new technologies in the construction field of Wuhan.Based on the analysis of the relationship among new technology promotion policy,developers,design units and construction units,this paper establishes a simulation prediction model of new technology promotion policy in construction field based on system dynamics from four aspects: project award winning,incentive policy,promotion policy and standard perfection degree.The model is used to simulate the policy adjustment of Wuhan government’s new technology promotion policy and puts forward effective policy suggestions.The simulation and prediction model of system dynamics established in this paper is a useful tool for analyzing the application of new technology in construction industry,and can also be applied to the research of other fields.
