HR Management is one of the most important and dynamic elements in business operation and the ‘Organization Structure' of HR Management Department is a ‘Carrier' to contain the related HR Management activities,this structure highly links with company strategy,corporate culture and business needs to perform from HR perspective.Unique cross culture nature and EastWest different management philosophy are existing in SINO-US joint-venture Company which create a bigger challenge to HR management work,and in such a joint-venture business context,it's very critical to design and implement a highly effective HR organization structure which could respect the culture and meet the business needs.This paper takes a ‘SINO-US' joint venture AUTO company as research background,through the analysis of ‘Parent companies different cultures and JV business needs',raises the topic of ‘JV Company HR Management Structure Design'.Then takes the methodology of ‘Stake holders comprehensive analysis',conducted interview on four categories of ‘Stake holders' and then use ‘Induction' to summarize the key points of interview result,to get the ‘Three Aspects/Nine Factors' as the evaluation criteria of HR Department Structure Effectiveness.And also based on the theory of ‘Strategic Human Resources,‘Organization Design' and ‘Organization Effectiveness',induct the main categories of ‘HR Organization Structure' in different industries as well as the key characteristics against each category,and linked with ‘Organization Effectiveness Evaluation Criteria' and ‘Typical HR Management Structure' to design a set of ‘JV HR so that to design a set of ‘Cross-Mixed' HR Management Structure which could meet business needs and also the Chinese-western culture background.This ‘Management Structure' has unique characteristics,not only ensure the basic HR management operation,but also added ‘Parent Liaison function and also based on company ‘dual-cities' operation model as well as ‘Low cost' strategy,designed ‘Dual-HR' setting as well as ‘HR Sub-function Flexibility' model.In the end of the paper,also made recommendation on ‘JV HR Management Structure implementation' and the imitation,future expectation on this research to improve JV HR team operation capability and effectiveness,so that to better support JV Formation and ongoing operation.
