The general contracting mode is an important way to realize the integration of resources and maximize benefits, which overcomes the drawbacks of the traditional mode and promotes the modernization of the construction industry. The quality of the entity is determined by the quality behavior of the general contractor and subcontractor under EPC mode, which reflects the standardization of its quality behavior. In the process of project implementation, the general contractor and subcontractor have some irregular quality behaviors, such as excessive pursuit of low cost and reduction of quality standards, which make the quality of the project difficult to be effectively controlled and guaranteed. In view of this, this paper starts with the quality behavior, and studies the quality behavior evaluation and incentive mechanism of the general contractor and subcontractors.(1)It was proposed that the evaluation of quality behavior and the incentive mechanism were important means to standardize quality behavior by analyzing the quality behavior selection mechanism of general contractors and subcontractors.Firstly, the definition and connotation of engineering quality behavior were defined, and then analyzed the selection mechanism of forward and reverse quality behavior of general contractor and subcontractor based on utility theory. Finally, according to the impact of quality behavior evaluation and income distribution incentive mechanism on quality behavior,it was proposed that the two were the key to standardizing the quality behavior of general contractors and subcontractors and improving project quality.(2)Based on fuzzy mathematics to improve TOPSIS method,a quality behavior evaluation model based on improved TOPSIS is constructed.Principal Component Analysis was used to analyze the importance and correlation of evaluation index of quality behavior between general contractor and subcontractor, and then the principal component factors and their weights of each evaluation index were defined. The ideal solution and evaluation value of the index were weighted separately with the index weight, and the TOPSIS method was improved by using the fuzzy mathematics classification level. Then, the quality behavior evaluation model based on the improved TOPSIS was constructed.(3)The income distribution model based on the quality behavior evaluation value was constructed by linking the income distribution value with the quality behavior evaluation value.According to the principle of incentive income distribution and combined with the evaluation results of quality behavior assessment of general contractor and subcontractor, the initial model of interval Shapley value was constructed. The five influencing factors of the income distribution incentive mechanism were considered, the AHP-entropy weight method was used to modify the interval Shapley value income distribution model.Through the above means, the income distribution was more realistic.(4)Example analysis. The project characteristics and quality responsibility of all parties were analyzed based on engineering projects, and the TOPSIS quality behavior evaluation model was used in the quality and behavior evaluation of general contractors and subcontractors. And the quality behavior evaluation results of the general contractor and the subcontractor are obtained, which were basically consistent with the actual situation of the project and verified the rationality of the evaluation method.According to the results of the quality assessment of the general contractor and the subcontractor and the total contribution in the project implementation process, the final income distribution plan was obtained. The results confirmed that the scientific, rational and enforceable of the quality behavior evaluation and incentive mechanism of the general contractor and subcontractor under the EPC model.
