Research On Spatial Planning Of Helinger New Area Inner Mongolia

The 19 th National Congress of the Communist Party of China put forward the general requirements for Inner Mongolia to build a bridgehead opening to the north and a beautiful scenery line in the northern part of the motherland.That is,more emphasis is placed on the intensive use of natural resources and the coordination and unification of land and space development and natural resources and environment.Under the background of the reform of the spatial planning system,the land and space of Inner Mongolia Hellinger New District is facing the problems of unbalanced supply and demand of resources and heavy load.The tight restriction of resources and environment has gradually become the key to restrict economic and social development.The shortage of land resources,the pattern of utilization and protection,low industrial economic benefits and the urgent need to optimize the development of land space.Many previous plans lacked coordination and failed to effectively play the role of space allocation and governance.The direction change of spatial planning and spatial governance.Therefore,from the perspective of spatial governance,it is of great theoretical and practical significance to construct an orderly and standardized spatial planning and control mode.This paper only takes the core area of Helingeer New District as an example for analysis and research.Combining with the current land use planning,the paper focuses on the related basic research of spatial planning,the demand for scientific planning guidance,and combining with the current land consolidation planning,it conducts research from two aspects of basictheoretical research and planning scheme compilation,which provides reference for the effective compilation of the overall land and space planning.First of all,it clearly points out the background and significance of the research,distinguishes and generalizes the relevant research on spatial planning at home and abroad,formulates the research method and framework,interprets the relevant basic theories,focuses on the relationship between spatial planning and territorial spatial planning,and finds out the breakthrough point of the research.Second,research and administrative districts of salinger's new location population structure characteristics and historical and cultural industry economic development,etc.,proposes the development goal and the significance development condition and the foundation at the same time,based on the development of social economy and resource environmental bearing capacity evaluation factors,evaluate the suitability of land and space development,comprehensive distinction based on the three areas,three lines of ecological control area agriculture protection area and boundary of the city development is studied.Third,the investigation and literature review of the core area of Helingeer New District are carried out to deeply understand the general situation and spatial form of Helingeer New District.This paper analyzes the composition of the core area of Helingeer New District,and puts forward the planning ideas for the regional spatial development of the core area,which are based on local conditions,integration of urban and rural areas,spatial coordinated development,coordinated development of comprehensive transportation,co-construction and sharing of ecological environment and major infrastructure.By means of comparative analysis,this paper makes an in-depth study on the current industry of Hubao,e,Yinyu,and proposes that the core area of Helingeer New District should jump out of the traditional industrial development path and should take the big data industry as the lead and put forward six major industrial directions.Fourth,through on-the-spot investigation,data collection,questionnaire survey,interviews and other methods,people's satisfaction with the current space and their demand for space use are understood.Then,based on the space organization strategy required by natural resources protection,the specific requirements of space planning,as well as the space characteristics and space requirements,the basic model conception of space planning in the core area is proposed,including: space planning for space land layout,space planning for comprehensive transportation system,space planning for green ecology and space planning for urban design in the core area.Fifth,in order to ensure the effective implementation of the proposed basic model of spatial planning,it also proposes the construction of supporting systems,including: urban comprehensive disaster prevention spatial planning,humanistic new district spatial planning,smart new district spatial planning,environmental protection spatial planning and underground space utilization planning.Finally,through the spatial integration of the spatial planning framework for the core area of Hellinger New District under the background of "spatial planning",starting from the same technical standards,the technical path of spatial planning for the core area of Hellinger New District is put forward in terms of clarifying contradictions,optimizing spatial layout and coordinating urban and rural development,etc.,and the main contents of the basic spatial planning model are expounded in terms of innovation,coordination and ecological spatial layout.Put forward the corresponding support system to ensure the implementation of the spatial planning of the core area of Helingeer New District,further improve the system and mechanism,and promote the construction of Helingeer New District.
