Developing and using underground space is a scientific and effective way to solve city problems such as limited land, crowd traffic, and deteriorated environment, and thus to realize continuous and harmonious development. Since mid-1990s, nearly20large and middle cities in China have prepared special plans to use underground space; and in recent five years, some middle and small cities have begun their exploration of underground space plans. The construction and application of underground facilities is an important part of underground space development. Under the urgent needs of large-scale underground space plan preparation, the rational development and application of underground facilities is of important pragmatic significance. This paper presents a monographic study on Weifang’s underground facilities in the light of underground space development.City economic development lays an important foundation for underground space development and construction. Underground commercial space is in substance a part of city commercial network, and so its layout and construction is in accordance with the general rules of the commercial network.Starting with the analysis of underground and technology, this paper studies the cases of underground commercial facilities in important cities home and abroad, and then puts up with the basic principles for developing underground space in Weifang, i.e. the principle of full use, the principle of combining development together with protection, the principle of putting traffic first, and the principle of network integration. Through the analysis of the status quo of Weifang’s underground facility development and the evaluation of core area underground development and resources, this paper makes a prediction of the development needs for Weifang underground commercial facilities. According to the prediction, in recent years, the strategic object of central district core area commercial space development is to reserve resources, and the overall strategy for underground commercial development is proper developing. The peripheral areas do not have good foundation for underground commercial development, so its basic strategy is resource preservation. Long-term rail traffic can provide a major opportunity. Through underground traffic network, the underground business districts can be connected together and form a systematic structure, and it is favorable for large-scale development. Sub-business district construction will lay an important foundation. The underground commercial development will spread from central districts to peripheral areas. On the basis of underground space development, main and sub-business district system will be created. Therefore, this paper can provide theory for Weifang’s special plan for underground space development. This paper also presents some suggestions for the layout of Weifang’s underground commercial facilities, determining planning period, scope and the overall space structure. At the same time, this paper gives a layout plan for large-scale underground commercial facilities such as underground complexes and underground walking systems. In addition, this paper presents development and construction principles, time, and order.
