With the “13th Five-Year Plan” and the transformation and upgrading of construction enterprises,the state vigorously promotes the development of the general contracting model in China.The essence of general contracting of the project is to achieve deep integration of all aspects of “design-procurement-construction” and achieve “win-win”.The general contracting project has the characteristics of “high risk and high profit”,therefore,it is of great practical significance to study the risk of the design unit in the process of general contracting projects to guide the design enterprises to carry out project construction and improve project revenue.This paper studies the overall development trend of China’s construction industry,analyzes the development status and problems of China’s general contracting model,and conducts detailed research on the relevant policy norms issued during the national general contracting process.Based on the dialectical concept of engineering general contracting,the system engineering principle and management knowledge are used to analyze the risk problems in the general contracting of the design unit.The main research work completed in this paper is as follows:(1)This paper is based on the study of China’s general co ntracting implementation policy,and discuss the risks and drawbacks of the general contracting model in the real situation,from the perspective of the design unit,explain the two common ways for the design party to carry out the general contracting project,the design unit takes the lead in the general contracting of the project,and the construction unit takes the lead in the design of the general contracting and subcontracting of the project.(2)From the perspective of the design unit,the general contracting o f the project is defined,and the characteristics and applicable conditions of the general contracting mode of the project are explained.Starting from the concept of risk,combined with the basic theory of risk management,the risk issues under the genera l contracting mode of the project are discussed in detail,explain the contents of risk management identification,analysis and evaluation and risk response management of general contracting projects,propose common methods of risk identification and evalu ation.In this paper,WBS work breakdown structure and RBS risk decomposition structure are used to identify the risk,and an improved WBS-RBS risk decomposition matrix model is established.(3)Introduce the subcontracting design and design unit of the le ad project of the construction unit to lead the project under the general contracting project,the competitive advantage and risks faced by the designer,establish risk risk models with five major responsibilities as the main indicators for the common caus es of casualties,schedule delays,cost compensation and economic losses in quality and safety risks,schedule risks,cost control and financial losses,provide a quantitative research basis for the risk of general contracting projects,and guide the devel opment of general contracting projects for design institutes in the future.(4)Combined with an example of a general contracting project,the WBS-RBS risk decomposition matrix is used to identify the design risk,comparing the risk losses of the design aspects in the two ways,according to the strength of the enterprise and the intention of decision-making,the design unit fully considers the various risks and losses,and rationally chooses the contracting method to carry out project bidding.It is believed that the design party can achieve higher returns in the way that the design unit leads the project general contracting project,which should become the development trend of the future design institute,and propose corresponding management measures based on risk analysis. |
