“Quality first” is a crucial concept in China's high-quality development phase.In the matter of architectural design,it is the factor affecting not only the appearance,safety,and practicability,but also the project cost,construction quality and project schedule.Design quality management can determine the merits of construction projects,especially given the status of China's rapid economic development,which brought about more and more large-scale and complex projects.Besides ensuring the overall project quality,environmental considerations have also become part and parcel of the design in aims of protecting the environment,reducing pollution,and erecting high-quality buildings that are in harmony with nature.This paper examines the design quality management of the A Office Building project of ** Institute from the perspective of the designer.First of all,a list of problems regarding project management was collected based on facts specific to this project:collaboration between Chinese and foreign partners,multiple participants,high-end positioning,and significant technical challenges.Resultant problems include:discrepancy in the understanding of norms between the Chinese and the foreign partners,blurred lines in task division among different parties,unclear user needs,and incomplete expert review team.In addition to the above mentioned,other issues were identified as well during internal and external audits.Expert interviews with chief engineers and persons in charge from different parties,including the contractee,the designer,the contractor,and the supervisor,were organized to shed light on problems with the status quo and analyze the factors that influence design quality,namely Man,Machine(software),Material(preliminary input),Method and Environment.A questionnaire was then designed based on these five elements,and survey results collected from 169 participants revealed that organization,planning,leadership and project control capacity in the Man element are the number one influencing factor,followed by BIM application and user needs.Relevant measures were proposed based on the results.To get a clear picture of user needs,the KANO model was adopted for the analysis,which concluded that: advanced functions in the building are the Excitement Needs,professionalism and authoritativeness of the designers and energy-saving attributes of the building are the Performance Needs,while basic functions,project progress,quality and cost are the Basic Needs.With three different methods for analysis,it was concluded that althoughthe advanced functions should be retained,the consequent technical difficulties as well as other technical and non-technical challenges brought by the project's particularities all require designers from participating parties to exert expertise and authority,and bring the project under better control with the aid of a coordination process and BIM technology.Last,based on the results of expert interviews,questionnaires,and user needs analysis,combined with the ISO9001 Quality Management System practiced by **Institute,the following improvement measures were proposed: establish the Project Team led by the Director of the Institute,set up the Quality Supervision Team,complete the Expert Review Team,formulate the Responsibility Matrix,and highlight the importance of informal communication channels.Adding on that,BIM technologies were fully utilized to achieve a multi-faceted and dynamic design quality control throughout the process.These management measures help to ensure the design quality of the A Office Building project and can be used as reference for practices that aim to improve design quality management.
