Under the development strategy of "traffic power",Chinese highway engineering has been in the critical stage of centralized construction and accelerated network formation.At present,government is the main investor in highway construction,and the funds mainly come from financial expenditure and bank loans.For such amount of investment,government faces huge pressure of investment control.Because systematic cost indices of highway engineering have not been publicly released,government lacks evaluation criterion when examining and verifying the rationality of highway project investment.Enterprises mainly refer to the quota and price information issued by government,and cannot respond to and quickly adjust the changes in engineering characteristics and market.As a result,the phenomenon of "Three Exceeding" is not uncommon.On the basis of current situation on the mainstream engineering cost index and compilation methods,this paper analyzes the problems existing in the compilation of engineering cost index in China,in order to develop a systematic index system of highway engineering,and put forward different methods for different types of index.According to the composition of highway engineering cost in China,the highway engineering arborescence cost system is designed,which is divided into four levels: comprehensive cost,engineering composition cost,unit engineering cost and labor material cost.Taking the comprehensive cost reflecting the total project cost as the core,the hierarchical division of highway engineering cost is clear.On this basis,highway engineering cost index system is building.This paper mainly studies the comprehensive cost index and factor price index.Because of the diversity of influencing factors of highway engineering cost,this paper puts forward the prediction method of highway engineering cost based on GRA-LASSO.Firstly,the key cost drivers are identified through GRA quantitatively,and high correlation indexes are selected as input variables.Then the relationship between engineering characteristic variables,economic factors and highway engineering cost are established by LASSO regression.Finally,the relevant variable data are input into the prediction model to obtain the highway engineering cost.For other levels of highway engineering cost,which is calculated according to the average of typical project cost,and the paper takes the expressway cost of Yunnan Province for example.At the end of this paper,different types of highway engineering cost indexes are used different index formulas,and through the empirical analysis,Yunnan Province highway engineering cost index are calculated.
